On Saturday, The U.S. Defense Department announced The FBI was investigating a high-level Pentagon analyst suspected of being an Israeli spy and passing secret information about Iran to the Jewish state, U.S. government sources said. The FBI has spent more than a year covertly investigating, including with the use of electronic surveillance, whether a Pentagon analyst passed secret information to Israel, officials said. Prosecutors were still weighing whether to bring the most serious charge of espionage. If indeed the U.S. media is looking out for the best interests of the American people, then the story of the uncovering a spy operating for Israel from the United States should be the story of the century. Israel has been spying on the U.S. government for decades, yet nobody heard about it, as it was never reported by the Mainstream Media Outlets. Spying and covert operations against the People of the United States by the Israelis has become so transparent that ex-director of the National Security Agency, a Jew, Sandy Berger has been caught red handed pilfering documents related to the 9-11 attack that may have implicated Israelis as the culprits. The U S. Defense Department is full of Israeli Spies, like Paul Wolfowitz, Douglas Feith, Dov Zakheim, and is now being investigated by the FBI. Right before to 9/11 attacks, the FBI had a "massive spy ring" operating from the heart of the United States run by the government of Israel. What a harsh gratitude from a nation which obtains 10% of its annual budget from the American taxpayer, $3+ billion a year. For so long have the American taxpayers been required to send Israel more than four times what the U.S. spent to go to the moon. Thus, Israel set up government subsidized telecommunications companies which operate in the United States. One of these companies is Amdocs, which provides billing and directory assistance for 90% of the phone companies in the USA. Amdocs' main computer center for billing is actually in Israel and allows those with access to do what intelligence agencies call "traffic analysis"; a picture of someone's activities based on a pattern of who they are calling and when. Another Israeli telecom company is Comverse Infosys, which subcontracts the installation of the automatic tapping equipment now built into every phone system in America. Comverse maintains its own connections to all this phone tapping equipment, claiming that it is merely for maintenance purposes. However, Converse has been named as the most likely source for leaked information regarding telephone calls by law enforcement that derailed several investigations into not only espionage, but drug running as well. Even the White House phones calls were recorded and listened to on the other end outside the White House itself. The Ken Starr report on Whitewater describes how Bill Clinton informed Monica Lewinsky that their phone sex conversations were being taped. At the same time, Clinton ordered the FBI to cease the hunt for an Israeli mole known to be operating inside the White House itself! "Investigators within the DEA, INS and FBI have all told Fox News that to pursue or even suggest Israeli spying ... is considered career suicide." [Carl Cameron, as quoted in The Spies Who Came In From The Art Sale.] Actually there’s nothing new about Israel spying on the United States. When Jonathan Pollard stole nuclear secrets and passed them to Israel, immediately Israel passed those secrets to the USSR in exchange for increased emigration quotas. The fact that there is a nation able to listen in on most phones at will, using taps that cannot be found because they are built into the phone system itself, and willing to use the information gleaned from those calls is really horrific to the whole world, not just the Americans. This may well be what Ariel Sharon meant when he stated that the Jewish people control America. Although information the latest Israeli spy is accused of passing is classified as highly secretive as it describes Bush administration policy toward Iran, there is a possibility that prosecutors would determine that the crime involved falls short of espionage and could result in lesser charges of mishandling classified documents, according to a U.S. officials. The five men, who were in a van stopped on Route 3 in East Rutherford around 4:30 p.m., were being questioned by police but had not been charged with any crime late Tuesday. However, sources close to the investigation said they found other evidence linking the men to the bombing plot. "There are maps of the city in the car with certain places highlighted," the source said. "It looked like they're hooked in with this. It looked like they knew what was going to happen when they were at Liberty State Park." Sources also said that bomb-sniffing dogs reacted as if they had detected explosives. The FBI seized the van for further testing, authorities said. Sources said the van was stopped as it headed east on Route 3, between the Hackensack River bridge and the Sheraton hotel. As a precaution, police shut down Route 3 traffic in both directions after the stop and evacuated a small roadside motel near the Sheraton. Sources close to the investigation said the men said they were Israeli tourists, but police had not been able to confirm their identities. Authorities would not release their names. East Rutherford officers stopped the van after the FBI's Newark Office broadcast an alert asking surrounding police departments to look for a white Chevrolet van, police said. "We got an alert to be on the lookout for a white Chevrolet van with New Jersey registration and writing on the side," said Bergen County Police Chief John Schmidig. "Three individuals were seen celebrating in Liberty State Park after the impact. They said three people were jumping up and down." East Rutherford officers summoned the county bomb squad, New Jersey state troopers, and FBI agents, who waited alongside the van as prosecutors from the U.S. Attorney's Office tried to obtain a warrant to search the van late Tuesday, Schmidig said. The FBI alert, known as a BOLO or "Be On Lookout," was sent out at 3:31 p.m. It read: "Vehicle possibly related to New York terrorist attack. White, 2000 Chevrolet van with New Jersey registration with 'Urban Moving Systems' sign on back seen at Liberty State Park, Jersey City, NJ, at the time of first impact of jetliner into World Trade Center. "Three individuals with van were seen celebrating after initial impact and subsequent explosion. FBI Newark Field Office requests that, if the van is located, hold for prints and detain individuals." State police Col. Barry W. Roberson confirmed the traffic stop at a late night news briefing at state police headquarters in Trenton. He would not elaborate, however. A business traveler staying at the Homestead Studio Hotel said she watched state troopers drive the suspects away in a procession of state police cars about 5 p.m. "First, they told us we could hang out in the lobby, but then they told us to leave," the traveler said. At 10 p.m., the hotel guest said she could see at least two police officers searching through the van while a crowd of other officers kept their distance. THE MOTHER OF ALL SCANDALS Once again, Israel has been caught with spies at the highest levels of the US Government. Once again Israel denies wrongdoing, or faced with incontrovertible evidence (in this case one of the spies has reportedly cooperated with the FBI) dismisses the spying with the claim that such spying is harmless, because Israel and the United States are such good friends. Well, let us take a closer look at that idea of “harmless espionage” by recalling Israel’s most famous failed spy, Jonathan Pollard. Jonathan Pollard is an American of Jewish descent, born in Galveston Texas, who established a career as an intelligence analyst for the US Navy. There have been many theories offered as to why Pollard decided to betray his country of birth to the Jewish state, but that Pollard did betray his country of birth to Israel is beyond all doubt. Pollard’s defense was that he did not spy so much against the United States, only that he spied for Israel, sending them documents that in his opinion the US should have shared with Israel anyway. That it was never Pollards job to decide what documents Israel should have was apparently irrelevant. Pollard arrogated that authority to himself. From his position of trust within the US Navy, Pollard delivered over 1000 classified documents to Israel for which he was well paid. Included in those documents were the names of over 150 US agents in the Mideast, who were eventually “turned” into agents for Israel. But by far the most egregious damage done by Pollard was to steal classified documents relating to the US Nuclear Deterrent relative to the USSR and send them to Israel. According to sources in the US State Department, Israel then turned around and traded those stolen nuclear secrets to the USSR in exchange for increased emigration quotas from the USSR to Israel. Other information that found its way from the US to Israel to the USSR resulted in the loss of American agents operating inside the USSR. Casper Weinberger, in his affidavit opposing a reduced sentence for Pollard, described the damage done to the United States thus, "[It is] difficult to conceive of a greater harm to national security than that caused by... Pollard's treasonous behavior." This should end the suggestion that Israel’s spies are harmless. They are not. The United States’ nuclear deterrent cost an estimated five trillion taxpayer dollars during the 50s and 60s to build and maintain, and less than $100,000 for Pollard to undermine. Israel waited 13 years to admit Pollard had been spying for them, and now lobbies for his release, having granted him Israeli citizenship. Pollard is hardly the only Israeli spy operating in the United States. He just had the misfortune to get caught. Here are just a few examples of the Israeli spy operations that have been detected. 1947. Information collected by the ADL in its spy operations on US citizens is used by the House Select Committee on Unamerican Activities. Subcommittee Chair Clare Hoffman dismisses the ADL’s reports on suspected communists as “hearsay." 1950 John Davitt, former chief of the Justice Department's internal security section notes that the Israeli intelligence service is the second most active in the United States after the Soviets. 1954 A hidden microphone planted by the Israelis is discovered in the Office of the US Ambassador in Tel Aviv. 1956 Telephone taps are found connected to two telephones in the residence of the US military attaché in Tel Aviv. 1954 "The Lavon Affair". Israeli agents recruit Egyptian citizens of Jewish descent to bomb Western targets in Egypt, and plant evidence to frame Arabs, in an apparent attempt to upset US-Egyptian relations. Israeli defense minister Pinchas Lavon is eventually removed from office, though many think real responsibility lay with David Ben-Gurion. 1965 Israel apparently illegally obtains enriched uranium from NUMEC Corporation. (Washington Post, 6/5/86, Charles R. Babcock, "US an Intelligence Target of the Israelis, Officials Say.") 1967 Israel attacks the USS Liberty, an intelligence gathering vessel flying a US flag, killing 34 crew members. See "Assault on the Liberty," by James M. Ennes, Jr. (Random House). In 2004, Captain Ward Boston, Senior Legal Counsel for the Navy’s Court of Inquiry into the attack swears under oath that President Lyndon Johnson ordered the investigation to conclude accident, even though the evidence indicates the attack was deliberate. Given the use by Israel of unmarked boats and planes, and the machine-gunning of USS Liberty’s lifeboats, the most likely explanation is that USS Liberty was to be sunk with all hands, with evidence left to frame Egypt for the sinking. This would have dragged the US into the war on Israel’s side. 1970 While working for Senator Henry “Scoop” Jackson, Richard Perle is caught by the FBI giving classified information to Israel. Nothing is done. 1978, Stephen Bryen, then a Senate Foreign Relations Committee staffer, is overheard in a DC hotel offering confidential documents to top Israeli military officials. Bryen obtains a lawyer, Nathan Lewin, and the case heads for the grand jury, but is mysteriously dropped. Bryen later goes to work for Richard Perle. 1979 Shin Beth [the Israeli internal security agency] tries to penetrate the US Consulate General in Jerusalem through a “Honey Trap”, using a clerical employee who was having an affair with a Jerusalem girl. 1985 The New York Times reports the FBI is aware of at least a dozen incidents in which American officials transferred classified information to the Israelis, quoting [former Assistant Director of the F.B.I.] Mr. [Raymond] Wannal. The Justice Department does not prosecute. 1985 Richard Smyth, the owner of MILCO, is indicted on charges of smuggling nuclear timing devices to Israel (Washington Post, 10/31/86). 1987 April 24 Wall Street Journal headline: "Role of Israel in Iran-Contra Scandal Won't be Explored in Detail by Panels" 1992 The Wall Street Journal reports that Israeli agents apparently tried to steal Recon Optical Inc's top-secret airborne spy-camera system. 1992 Stephen Bryen, caught offering confidential documents to Israel in 1978, is serving on board of the pro-Israeli Jewish Institute for National Security Affairs while continuing as a paid consultant -- with security clearance -- on exports of sensitive US technology. 1992 "The Samson Option," by Seymour M. Hersh reports, “Illicitly obtained intelligence was flying so voluminously from LAKAM into Israeli intelligence that a special code name, JUMBO, was added to the security markings already on the documents. There were strict orders, Ari Ben-Menashe recalled: "Anything marked JUMBO was not supposed to be discussed with your American counterparts." 1993. The ADL is caught operating a massive spying operation on critics of Israel, Arab-Americans, the San Francisco Labor Council, ILWU Local 10, Oakland Educational Association, NAACP, Irish Northern Aid, International Indian Treaty Council, the Asian Law Caucus and the San Francisco police. Data collected was sent to Israel and in some cases to South Africa. Pressure from Jewish organizations forces the city to drop the criminal case, but the ADL settles a civil lawsuit for an undisclosed sum of cash. 1995 The Defense Investigative Service circulates a memo warning US military contractors that "Israel aggressively collects [US] military and industrial technology." The report stated that Israel obtains information using "ethnic targeting, financial aggrandizement, and identification and exploitation of individual frailties" of US citizens. 1996 A General Accounting Office report "Defense Industrial Security: Weaknesses in US Security Arrangements With Foreign-Owned Defense Contractors" found that according to intelligence sources "Country A" (identified by intelligence sources as Israel, Washington Times, 2/22/96) "conducts the most aggressive espionage operation against the United States of any US ally." The Jerusalem Post (8/30/96) quoted the report, "Classified military information and sensitive military technologies are high-priority targets for the intelligence agencies of this country." The report described "An espionage operation run by the intelligence organization responsible for collecting scientific and technologic information for [Israel] paid a US government employee to obtain US classified military intelligence documents." The Washington Report on Middle East Affairs (Shawn L. Twing, April 1996) noted that this was "a reference to the 1985 arrest of Jonathan Pollard, a civilian US naval intelligence analyst who provided Israel's LAKAM [Office of Special Tasks] espionage agency an estimated 800,000 pages of classified US intelligence information." The GAO report also noted that "Several citizens of [Israel] were caught in the United States stealing sensitive technology used in manufacturing artillery gun tubes." 1996 An Office of Naval Intelligence document, "Worldwide Challenges to Naval Strike Warfare" reported that "US technology has been acquired [by China] through Israel in the form of the Lavi fighter and possibly SAM [surface-to-air] missile technology." Jane's Defense Weekly (2/28/96) noted that "until now, the intelligence community has not openly confirmed the transfer of US technology [via Israel] to China." The report noted that this "represents a dramatic step forward for Chinese military aviation." (Flight International, 3/13/96) 1997 An Army mechanical engineer, David A. Tenenbaum, "inadvertently" gives classified military information on missile systems and armored vehicles to Israeli officials (New York Times, 2/20/97). 1997 The Washington Post reports US intelligence has intercepted a conversation in which two Israeli officials had discussed the possibility of getting a confidential letter that then-Secretary of State Warren Christopher had written to Palestinian leader Yasir Arafat. One of the Israelis, identified only as “Dov”, had commented that they may get the letter from "Mega”, the code name for Israel’s top agent inside the United States. 1997 US ambassador to Israel, Martin Indyk, complains privately to the Israeli government about heavy-handed surveillance by Israeli intelligence agents. 1997 Israeli agents place a tap on Monica Lewinsky’s phone at the Watergate and record phone sex sessions between her and President Bill Clinton. The Ken Starr report confirms that Clinton warned Lewinsky their conversations were being taped and ended the affair. At the same time, the FBI’s hunt for “Mega” is called off. 2001 It is discovered that US drug agents’ communications have been penetrated. Suspicion falls on two companies, AMDOCS and Comverse Infosys, both owned by Israelis. AMDOCS generates billing data for most US phone companies and is able to provide detailed logs of who is talking to whom. Comverse Infosys builds the tapping equipment used by law enforcement to eavesdrop on all American telephone calls, but suspicion forms that Comverse, which gets half of its research and development budget from the Israeli government, has built a back door into the system that is being exploited by Israeli intelligence and that the information gleaned on US drug interdiction efforts is finding its way to drug smugglers. The investigation by the FBI leads to the exposure of the largest foreign spy ring ever uncovered inside the United States, operated by Israel. Half of the suspected spies have been arrested when 9-11 happens. On 9-11, 5 Israelis are arrested for dancing and cheering while the World Trade Towers collapse. Supposedly employed by Urban Moving Systems, the Israelis are caught with multiple passports and a lot of cash. Two of them are later revealed to be Mossad. As witness reports track the activity of the Israelis, it emerges that they were seen at Liberty Park at the time of the first impact, suggesting a foreknowledge of what was to come. The Israelis are interrogated, and then eventually sent back to Israel. The owner of the moving company used as a cover by the Mossad agents abandons his business and flees to Israel. The United States Government then classifies all of the evidence related to the Israeli agents and their connections to 9-11. All of this is reported to the public via a four part story on Fox News by Carl Cameron. Pressure from Jewish groups, primarily AIPAC, forces Fox News to remove the story from their website. Two hours prior to the 9-11 attacks, Odigo, an Israeli company with offices just a few blocks from the World Trade Towers, receives an advance warning via the internet. The manager of the New York Office provides the FBI with the IP address of the sender of the message, but the FBI does not follow up. 2001 The FBI is investigating 5 Israeli moving companies as possible fronts for Israeli intelligence. 2001 JDL’s Irv Rubin arrested for planning to bomb a US Congressman. He dies before he can be brought to trial. 2002 The DEA issues a report that Israeli spies, posing as art students, have been trying to penetrate US Government offices. 2002 police near the Whidbey Island Naval Air Station in southern Washington State stop a suspicious truck and detain two Israelis, one of whom is illegally in the United States. The two men were driving at high speed in a Ryder rental truck, which they claimed had been used to "deliver furniture." The next day, police discovered traces of TNT and RDX military-grade plastic explosives inside the passenger cabin and on the steering wheel of the vehicle. The FBI then announces that the tests that showed explosives were “false positived” by cigarette smoke, a claim test experts say is ridiculous. Based on an alibi provided by a woman, the case is closed and the Israelis are handed over to INS to be sent back to Israel. One week later, the woman who provided the alibi vanishes. 2003 The Police Chief of Cloudcroft stops a truck speeding through a school zone. The drivers turn out to be Israelis with expired passports. Claiming to be movers, the truck contains junk furniture and several boxes. The Israelis are handed over to immigration. The contents of the boxers are not revealed to the public. 2003 Israel deploys assassination squads into other countries, including the United States. The US Government does not protest. 2004 Police near the Nuclear Fuel Services plant in Tennessee stop a truck after a three mile chase, during which the driver throws a bottle containing a strange liquid from the cab. The drivers turn out to be Israelis using fake Ids. The FBI refuses to investigate and the Israelis are released. 2004 Two Israelis try to enter Kings Bay Naval Submarine Base, home to eight Trident submarines. The truck tests positive for explosives. This brings us to the present scandal. Two years into an investigation of AIPAC’s possible role as a spy front for Israel, Larry Franklin, a mid-level Pentagon Analyst is observed by the FBI giving classified information to two officials of AIPAC suspected of being Israeli spies. AIPAC hires lawyer Nathan Lewin to handle their legal defense, the same lawyer who defended suspected Israeli spy Stephen Bryen in 1978. Larry Franklin worked in the Pentagon Office of Special Plans, run by Richard Perle, at the time Perle (who was caught giving classified information to Israel back in 1970) was insisting that Iraq was crawling with weapons of mass destruction requiring the United States to invade and conquer Iraq. There were no WMDs, of course, and Perle has dumped the blame for the “bad intelligence” on George Tenet. But what is known is that the Pentagon Office of Special Plans was coordinating with a similar group in Israel, in Ariel Sharon’s office. With two suspected Israeli spies (at least) inside the office from which the lies that launched the war in Iraq originated, it appears that the people of the United States are the victims of a deadly hoax, a hoax that started a war. The leaking of the investigation of AIPAC to the media on August 28th, 2004 gave advance warning to other spies working with Franklin. The damage to the FBI’s investigation was completed when United States Attorney General John Ashcroft ordered the FBI to stop all arrests in the case. Like the Stephen Bryen case and the hunt for “Mega”, this latest spy scandal seems destined by officials who have their own secret allegiances to protect, barring a massive public outcry. The organization at the heart of the latest spy investigation, AIPAC, wields tremendous influence over the US Congress. Through its members and affiliated PACs, AIPAC directs a huge flow of campaign cash in favor of, and occasionally against, Senators and Representatives solely on the basis of their willingness to support Israel. As an example, in 2002, U.S. Rep. Artur Davis, D-Birmingham received so much help from pro-Israeli pacs that 76% of his campaign budget came from OUTSIDE the state of Alabama, mostly from New York. Let me repeat that. A Congressman AIPAC wanted elected received more money from pro-Israel groups outside his state than from his own constituents inside his state. Who is that Congressman going to be thinking of when he votes in Congress? So here is the mother of all scandals. For two years, the FBI has suspected AIPAC of spying for a foreign country, and for those two years (and for decades before) that group suspected of spying for Israel has been reshaping the US Congress for the benefit of a foreign government. And THAT is the mother of all scandals. AIPAC Spy Case Update Knight Ridder's Warren Strobel, who reported a week ago that the FBI investigation of Lawrence Franklin was part of a much larger probe of the pro-Likud Neocon clique in Washington (he didn't put it exactly like that) is increasingly being vindicated as the papers of record pick up the story. The Washington Post reported that the leak of intelligence information to Ahmad Chalabi is part of the investigation. Chalabi somehow found out that the US had cracked Iranian communications codes, and passed the information on to Iran, profoundly damaging the ability of the US to monitor Iran's (largely peaced) nuclear program. The Washington Post also reveals that the investigation extends to David Wurmser, who wants to overthrow the governments of Syria and Iran, and now works for Dick "Kindly Grandpa" Cheney. The Post also reveals that Michigan Congressman John Conyers is very concerned that the investigation has been taken over by a Republican political appointee and may get buried as a result. It turns out that Condi Rice and Stephen Hadley were informed of the investigation already in 2001, which raises real questions about what action AIPAC officials took to spark it in the first place (most of the details so far leaked concern issues that arose in 2002 and 2003). Stephen Hadley is very tight with the Neocons, and if he knew about the investigation, you wonder whether he could have kept it to himself. On the other hand, maybe the FBI deliberately told some people, to see if they then showed up in the electronic surveillance. Jason Vest and Laura Rozen reveal that Vermont politician Stephen Green, who has written two books critical of the US-Israeli relationship that covered past spying cases involving AIPAC that were somehow dropped, was interviewed by the FBI, which was clearly looking into whether those investigations should have been dropped. So far the press has not much looked into the Mojahedin-e Khalq (MEK or MKO) angle, which I think might be quite important to the whole case. The politics of the investigation of AIPAC within the FBI would be fascinating to know more about. There have been suspicions that post-9/11, the FBI has been worried about being penetrated by the Israeli intelligence and military, because it now needs the expertise of Arabists, and one recruiting pool for Arabists is Sephardic Jews from, or who are close to, Israel. Michael Massing tries his hand at the new science of lobby-ology, the study of the Israel Lobby. I don’t recommend most of it, too much quibbling and, like every other NYRB article, about three times too long (do you think they pay by the letter?), but the last ten paragraphs in particular do a good job of pointing out the tiny, incestuous world of the Lobby apparachniks. Some examples (I’ve marked various institutions in red, and Lobby-ists in magenta; the 'Gang of Four are the four dominant financiers of AIPAC, identified by Massing as Robert Asher, a retired lighting fixtures dealer in Chicago; Edward Levy, a building supplies executive in Detroit; Mayer 'Bubba’ Mitchell, a construction materials dealer in Mobile, Alabama; and Larry Weinberg, a real estate developer in Los Angeles): "One key part of the network is the Washington Institute for Near East Policy. AIPAC helped to create this think tank in 1985, with Martin Indyk, AIPAC's research director, becoming its first director. Today, the Washington Institute is fully independent of AIPAC, and there is some diversity among its fellows (Dennis Ross is one). Overall, though, its policies mirror AIPAC's. Its executive director, Robert Satloff, is a neoconservative with very hawkish views on the Middle East. Its deputy director of research, Patrick Clawson, has been a leading proponent of regime change in Iran and of a US confrontation with Tehran over its nuclear program. (AIPAC features him as an expert on its Web site.) Members of the Washington Institute's board of advisers include Paul Wolfowitz, Richard Perle, James Woolsey, Jeane Kirkpatrick, Mort Zuckerman, and Max Kampelman; its single most important source of funding is Larry Weinberg, one of AIPAC's Gang of Four, and his wife Barbi." and: "Richard Perle, in addition to sitting on the boards of both the Washington Institute and JINSA, is a resident fellow at the American Enterprise Institute. So are Joshua Muravchik, a neocon who's also an adjunct scholar at the Washington Institute; Michael Rubin, an up-and-coming neocon who worked in the Pentagon's Office of Special Plans before becoming a political adviser to the Coalition Provisional Authority in Iraq; and Michael Ledeen, who helped to set up JINSA and who has spent the last several years seeking official US backing for regime change in Iran. Together with Morris Amitay, a former executive director of AIPAC, Ledeen is an important force at the Coalition for Democracy in Iran, another advocate for overthrowing the Iranian government. Muravchik, Tanter, and Woolsey are all listed as supporters on that coalition's Web site. Michael Rubin, meanwhile, is also the editor of The Middle East Quarterly, which is published by the Middle East Forum, a think tank dedicated to fighting terrorism, countering Islamic extremism, and promoting pro-Israel views on college campuses. MEF was founded by Daniel Pipes, an energetic neoconservative whose views seem extreme even within that world. In 2002, Pipes created a Web site called Campus Watch, which 'reviews and critiques’ Middle East studies in North America 'with an aim to improving them.’ (Initially, Campus Watch also encouraged students to take notes on lectures by professors critical of Israel, with the goal of 'exposing’ them on the MEF Web site, but this feature was dropped after it was widely condemned as a form of McCarthyism.) MEF's work on campuses parallels that of AIPAC's own college advocacy program. Pipes is also an adjunct scholar at the Washington Institute as well as a columnist for The Jerusalem Post, whose editorial page editor, Saul Singer, is a neoconservative and is married to Wendy Singer Senor, who runs AIPAC's Jerusalem office. She is the sister of Dan Senor, who was Paul Bremer's chief spokesman at the Coalition Provisional Authority in Iraq. Pipes is also a regular contributor to The New York Sun, which is co-owned by Bruce Kovner, a hedge fund manager who ranked ninety-third on Forbes magazine's list of the 400 richest Americans and who is the chairman of the American Enterprise Institute's board of trustees, and by the money manager Roger Hertog, who is a trustee of both AEI and the Washington Institute for Near East Policy and who is a co-owner (along with former hedge fund manager Michael Steinhardt) of The New Republic. That magazine's editor in chief, Martin Peretz, another co-owner, also sits on the Washington Institute's board of advisers." It will be worthwhile to keep an eye out for the four money men listed in the last paragraph, as well as the AIPAC 'Gang of Four’. We also mustn’t forget big names like the Wurmsers (more on David Wurmser to come). Massing goes on to point out that AIPAC e-mails its supporters an 'Activities Update’: " The editor of 'Activities Update’ is Michael Lewis, the son of Bernard Lewis, the Princeton scholar and interpreter of the Arab world who gave advice to the Bush administration in the months preceding the war in Iraq." |

Notes: The Review has learned that the FBI is seeking to review
all of the papers of the late investigative reporter Jack Anderson for the
past 25 years as part of AIPAC case. This proposed extraordinary intrusion
on press freedom and independence is expected to be rejected by the
Anderson family.
The FBI claims to have information that AIPAC defendants Steve Rosen and Keith Weissman met with Anderson and/or one of his reporters and had shared classified information and that, further, Anderson or one of this reporters met with a related individual who could be considered a foreign intelligence agent. These purported contacts are said to go back to sometime in the early 1980s. This despite the fact that the AIPAC case involves a period beginning in 1999 when Anderson was in failing health. The FBI request covered reporter's notes and source materials from 1980 to the present. The request was made despite the admission by the FBI agents that they had not reviewed Anderson's columns during the period to find out whether he had ever written on the subject. The FBI further indicated that it would, after reviewing the files, remove all classified material either permanently or return it in a censored form. |

(CBS/AP) A senior Israeli diplomat in Washington has met
with a Pentagon analyst being investigated by the FBI on suspicion he
passed classified information to Israel, Israeli officials confirmed
Monday. They reiterated, however, that Israel does not have a
spy at the Pentagon. Israeli Foreign Minister Silvan Shalom said meetings
between Israeli embassy employees and U.S. government officials are
commonplace, and that the two governments routinely share secrets. "Israel and the United States have intimate ties
... and the information being exchanged is much more classified than any
conversation that may have taken place," Shalom told a news
conference. U.S. officials say the FBI investigation focuses on
Lawrence A. Franklin, an analyst of Iranian affairs who works in a
Pentagon office headed by Douglas J. Feith, the undersecretary for policy.
Feith has been accused by Democrats of seeking to manipulate intelligence
to help make the case for going to war in Iraq. Congressional
investigations have found no evidence of that.
The Israeli diplomat was identified as Naor Gilon, head of the political department at the Israeli Embassy in Washington, and a specialist on Iran's nuclear weapons program. Shalom did not mention Gilon by name, but when asked about contacts between Gilon and Franklin, he did not deny they had taken place. The Israeli daily Maariv on Monday quoted Gilon as saying that he did nothing wrong. "My hands are clean. I have nothing to hide. I acted according to the regulations," Gilon said. The diplomat told Maariv he was concerned that as a result of the reports, he won't be able to continue working in Washington. "Now, people will be scared to talk to me," the newspaper quoted him as saying. Newsweek magazine reported in this week's edition that more than a year ago, the FBI was monitoring a meeting between an Israeli Embassy official and a representative of the American Israel Public Affairs Committee, the main Israeli lobbying group in Washington. At one point, Franklin joined the two, according to Newsweek. Newsweek did not identify the Israel diplomat, but Israeli media said it apparently was Gilon. Israeli officials said Gilon has met repeatedly with Franklin. Newsweek, citing U.S. intelligence officials, said that Franklin on one occasion allegedly tried to hand over a classified U.S. policy document on Iran, but that the Israeli diplomat refused to take it. Maariv quoted Israeli sources as saying that Gilon did not take documents from Franklin, but had frequent meetings with him. Israel's Foreign Ministry declined comment. The Israeli ambassador to the United States, Danny Ayalon, told Maariv that Gilon went by the book, and that "nothing was done under the table." The New York Times reported in its Monday edition that government officials say Franklin had been cooperating with federal agents for several weeks and was preparing to lead them to contacts inside the Israeli government when work of the investigation, first reported by 60 Minutes Correspondent Leslie Stahl, was leaked late last week. Efforts to reach Franklin by telephone have been unsuccessful. On Sunday, Israeli Cabinet minister Natan Sharansky said he believed the allegations might stem from an internal conflict between the Pentagon and the CIA. "I hope it's all a mistake or misunderstanding of some kind, maybe a rivalry between different bodies," Sharansky told Canadian Broadcasting Corp., singling out "the Pentagon and the CIA." American officials said the FBI has spent more than a year investigating whether a Pentagon analyst funneled classified material to Israel. The material described White House policy toward Iran. Israel says Iran — and its nuclear ambitions — pose the greatest threat to the Jewish state. Sharansky said the ban on espionage in the United States dates to the scandal over Jonathan Pollard, an American Jew caught spying for Israel in 1985. "There are absolutely no attempts to involve any member of the Jewish community and any general American citizens to spy for Israel against the United States," he said. Prime Minister Ariel Sharon's office issued a denial late Saturday, saying "Israel does not engage in intelligence activities in the U.S."

by Israeli and American Jewish officials was as rooted as
the Protocols of the Elders of Zion, as fresh as the
headline that they feared could break any minute. Could
Israel have used its client American Israel Public Affairs
Committee lobbying group as a conduit to receive classified
information from a Pentagon analyst or the National Security
Agency?
Such was the implication of a flurry of media reports which emerged last month. Stated differently, could an Israeli agency have been so unwise as to have, in a single stroke, risked blunting the efficacy of AIPAC, casting American Jews in the shadow of accusations of dual loyalty and undue influence on U.S. policymaking, and endangering the Jewish state's only indispensable alliance, its lifeblood tie to Washington. Israel says no. AIPAC says the same. And although from the start the reports have offered much smoke and little actual fire, the case surrounding Pentagon analyst Lawrence Franklin presented Israel and AIPAC with the diplomatic equivalent of an unexploded cluster bomb. Even as the case recedes from the headlines, it could do significant harm to Israel in a large number of ways, whether the allegations are true or not. Conspiracy Theory and anti-Semitism "Even if the present affair pales, shrinks and fades away, it can supply fuel to the conspiracy theory, one that is widespread in certain sectors of the American media," said political scientist Avi Ben-Zvi, citing maverick Republican rightist Pat Buchanan and other strident right and left-wing critics of Israeli influence on American policymaking. According to the theory, Ben-Zvi said, Jews in key positions in the administration, among them suspect analyst Franklin's neo-conservative - and Jewish - superiors, Deputy Defense Minister Paul Wolfowitz and Douglas Feith, a senior aide to Donald Rumsfeld on Iran and Iraq policy, represent "an enthusiastically pro-Israeli group diverting American policy to a direction which serves non-American goals - manipulating and directing policy." "It sounds almost like the Protocols of the Elders of Zion," Ben-Zvi said. The post-Saddam quagmire in Iraq has only intensified the sensitivity of the issue, as some leftists have argued that only Israel has benefited from a war which a "cabal" of Jewish neo-conservatives drove into being. Closing off sources of shared intelligence Well-placed former members of the Israeli intelligence community have said that there are as many as thousands of contacts a year between American and Israeli figures, colleagues in a number of fields, in which non-classified but potentially valuable information is exchanged. In the wake of the Franklin case, American officials, it is feared, will now shy away from contacts with Israelis, long a key source of information-sharing. Moreover, the allegations tying Franklin, AIPAC, and Israel come at a time of strained relations between the Central Intelligence Agency and the Mossad, a tension that may have scaled down CIA cooperation with Israel of late. The sharing of information is vital to both sides, as the United States has long received from Israel clues gleaned from the Middle East, while the Jewish state has relied on American sources for early warnings of potential attacks on Israel or Israeli or Jewish-linked interests abroad. Undermining AIPAC Of all the weapons in Israel's policy arsenal, few have been more consistently potent and reliable than the American Israel Public Affairs Committee. "Apart from our direct military strength, our relations with the United States, in which AIPAC plays a very strong part, are our second-ranking strategic asset," said former Israeli ambassador to Washington Itamar Rabinovich. It has been suggested that a key source of AIPAC's strength is its widespread image of unparalleled clout in affecting foreign policy regarding Israel, an image that the affair could sap. In fact, AIPAC's very success in lobbying for Israel's interests has also rendered the group, which boasts 65,000 members in all 50 states, vulnerable to charges of undue influence in Washington decision making. Late last month, FBI agents probing the Franklin case are said to have questioned two senior AIPAC officials, its foreign policy affairs director and its specialist on Iran, the Gulf area and oil-related issues. Compromising efforts to curb Iran According to press reports, Franklin, a lead Iran hand in the Pentagon's policy planning office, is alleged to have given two AIPAC officials a draft of a presidential order on U.S.-Iran policy, a draft which then allegedly reached an Israeli diplomat. The accounts said that FBI agents , using wiretaps and other surveillance methods, were monitoring a meeting between AIPAC officials and Naor Gilon, chief of political affairs at the Israeli Embassy in Washington, when Franklin unexpectedly appeared and joined the group. Unnamed U.S. officials were quoted as saying that the alleged document contained a range of proposals aimed at destabilizing the regime in Tehran. Now, in the wake of shadowy reports on Franklin - a key Pentagon advocate of regime change in Tehran - there is a sense that the case could swing Washington's post-election policy balance, in favor of those officials who argue for a softer approach toward Iran. "Coming after Iraq, this could take away momentum for a regime-change policy in a second Bush term," Middle East affairs expert Kenneth Katzman told the Forward newspaper last week. The affair could also blunt a longtime Israeli campaign to persuade Washington to marshal its clout to counter Iran's widely suspected efforts to build nuclear weapons. Estranging American Jewry A major figure in the U.S. Jewish community responded last month with an explicit sense of relief on hearing that analyst Franklin was not Jewish. Nonetheless, the affair has already stirred implied questions of dual loyalty and divided allegiance among American Jews, until recently a long-buried staple of native U.S. anti-Semitism. The implied allegations of dual loyalty could have an effect on how American Jews themselves make career choices, persuading them to steer clear of government work for fear of falling prey to suspicions. "Even if the story evaporates away, its unpleasant 'deposits' will not," Rabinovich argued. "Every affair of this type which fosters the murky atmosphere [of suspicions of divided allegiance] makes more people ask themselves if they really want to hire a Jewish analyst or other professional." Souring ties with Washington George W. Bush has often been expansive on matters related to Israel, lauding Ariel Sharon as a man of peace, inviting the prime minister to the White House again and again. But the administration's silence over the FBI probe - reports of which threatened for a time to shadow what turned out to be a Bush victory lap at the Republican Convention - registered loud and clear in Israel, which fervently hopes that the alleged spying affair will not render administration officials reluctant to appear overly pro-Israel. "The most important connection is that of the war in Iraq, in which Israel is viewed as having dragged the United States into the war," Rabinovich said. "At the same time, there are figures in the American intelligence community, or on its margins, who for years have disliked the intimacy of the ties, and disliked the fact that Israel both receives U.S. aid to develop weapons systems and sells weapons systems, which may compete with American systems." Restirring the Pollard affair In a nadir of U.S.-Israel relations. Jonathan Pollard, a naval analyst, passed highly classified American material to Israeli intelligence agents until he was seized in the mid-80s. "Although all of the information currently available shows that this isn't a new Pollard affair, in certain respects 'the Franklin affair' could prove more dangerous for the organized Jewish community," Haaretz Washington correspondent Nathan Guttman said. "When the case of Jonathan Pollard erupted 19 years ago, it was easier for Jews to distance themselves from him and to claim that the man was a lone operative, not someone who could tarnish the entire community with the 'dual loyalty' brush. "Now the situation is more problematic, not because of Larry Franklin, but because of AIPAC's role." A Congressional investigation A top ranking Republican member of the House of Representatives, Majority Whip Roy Blunt of Missouri, has indicated that Congress could at some point launch its own probe into the Franklin affair. At the same time, congressional sources have said that no inquiry is likely unless the FBI turns up substantive evidence of wrongdoing. A pattern of allegations A new challenge facing Israeli officials is the difficulty of responding to news reports which are long on accusations but short on substance. A recent Los Angeles Times report stated: "There is a huge, aggressive, ongoing set of Israeli activities directed against the United States," said a former intelligence official who was familiar with the latest FBI probe and who recently left government. "Anybody who worked in counterintelligence in a professional capacity will tell you the Israelis are among the most aggressive and active countries targeting the United States." An anti-neocon backlash Some U.S. Jewish leaders have suggested that the Franklin affair was part of an wider campaign by CIA and State Department officials to sandbag, discredit, and ultimately dethrone the neo-conservatives in positions of influence. Some believe that the neocon influence has given the Sharon government unprecedented access and understanding in the administration, a status they fear could be blunted by a backlash against neocon thought."

It's possible that Larry Franklin was Judy's source.
We've been told that at in 2002 he walked into a lunch
between AIPAC and their Israeli embassy contacts that was
being monitored by the FBI, which promptly "turned" Larry
into a cooperating witness. Franklin continued to work at
Feith's and Wurmser's Office of Special Plans (OSP) at the
Pentagon until it was shut down, and he was indicted last
summer. For months, the Bureau monitored Frankin and his
conversations and meetings as he moved within the OSP and
neocon network trading documents alleging Iraq and Iran WMDs
back and forth with the Israelis.
If this first scenario holds true, that would likely mean the FBI was also monitoring Miller, as she spread the poison pill around the White House. Another possibility is just as intriguing as the first. Consider this: Judy was an internal cut-out within WHIG for information about Plame that was originally provide by Miler's source at the Israeli Embassy. Let's see, the date that Gilon talked to Franklin abot the unnamed woman with an interest in philanthropy and the WMD program of a Mideast country . That was on June 3, 2003, twenty days before Judy Miller's first recorded meeting with Scooter. Miller claims the name "Valerie Flame" written in her reporter's notebook was from another source, which she says she did not disclose to Fitzgerald, pursuant to the agreement her lawyer made with the prosecutor to keep Miller's post-release testimony to the substance of her discussions with Libby. It all fits nicely. Maybe too nicely. This is why. It appears that the whole Plame outing conspiracy was structured to avoid prosecution under the Intelligence Identities Protection Act of 1982. (IIPA). If Judy can plausibly claim that she learned Plame's identity from Gilon -- a Mossad officer -- rather than from Scooter, that would let Libby off the hook as far as an IIPA conviction is concerned, along with anyone else at the White House she also passed identifying information about Plame to. That particular law requires the prosecutor prove five things: 1)that the official who leaked the identity had a security clearance and 2) access to a classified document, 3) he intentionally leaked it to 4) a person without a security clearance, and 5) the US gov't was taking active measures to ptotect the covert identity of the agent who was outed. If Gilon, an agent of a foreign government, was Miller's source for Plame's identity rather than Libby (or another US Gov't official, such as Bolton) the conspirators may have thought they had created a firewall between themselves and violation of the IIPA. But, here's where this strategy would fail and potentially create enormous leverage for the prosecutor. If Fitzgerald had evidence that Gilon conspired to inform Miller about Plame's identity, that's Espionage and conspiracy. A violation of the section of the Espionage Act dealing with revealing classified documents to foreign powers is a potential capital offense. That's some pretty scary leverage. I think it's entirely possible that a very powerful agency of the US Government prevailed on the Israelis to convince Gilon to talk to Fitzgerald. If Judy were linked to espionage, she would sing her head off before the Grand Jury about what she knew about Scooter and the others she talked to. And, that's exactly what I believe she has done. If Miller was the unidentified woman referenced in the the Larry Franklin OSP-AIPAC spy case indictment, she is the key to linking the Bush White House to a foreign espionage ring that illegally funneled forged documents to the Vice President's Office in a plot to involve the US in a war with disasterous results.
