April 5-6, 2010 -- SPECIAL WMR REPORT FROM ISTANBUL, TURKEY -- U.S. links to Turkish Ergenekon network revealed

Informed sources in Istanbul have told WMR that documents seized in the investigation of the Turkish "Deep State" network, also known as Ergenekon, describe links between top Turkish military officers and top figures in the Bush administration, including Vice President Dick Cheney. The documents also show that there is an American counterpart to Turkey's "Deep State." Turkish sources report that former FBI Turkish and Azeri translator Sibel Edmonds stumbled upon documents revealing both the Turkish and American "deep states" but was prevented on reporting on their activities by a Turkish Ergenekon agent assigned to the FBI translation office in Washington. Edmonds was fired by the FBI after she complained that no action was being taken on wiretaps that showed the criminal activities of both nations' "deep states."

Revelations expose U.S. links to Ergenekon

WMR has also learned of strong links between the Kemalist (supporters of Turkish secular state founder Kemal Ataturk) Ergenekon players and major figures of the Israeli Likud Party.

The Kemalist-Likud alliance explains to a great degree the repeated presence at the U.S. embassy in Ankara of U.S. diplomatic officials who are also close to the American Israel Public Affairs Committee (AIPAC).

Chief among the U.S. diplomats who have served the interests of Ergenekon and AIPAC is Marc Grossman, the U.S. ambassador to Ankara from 1994 to 1997 and the GW Bush administration's Undersecretary of State for Political Affairs who was one of the first Bush officials to leak to Turkish intelligence agents the fact that CIA nuclear counterproliferation covert agent Valerie Plame Wilson's Brewster Jennings & Associates energy consulting company was a CIA brass plate operation.

WMR has also learned that Grossman and his chief military aide in Ankara Major Douglas Dickerson were asked to leave Turkey after it was learned that they were working with Ergenekon Turkish military and intelligence agents to overthrow the Azerbaijan government of President Haydar Aliyev, who was considered too pro-Russian. Dickerson's wife, Melek Can Dickerson, was Edmonds's co-worker at the FBI's translation shop who was marking intercepted Ergenekon-related conversations as "unimportant." WMR has learned from Turkish sources that Melek Can Dickerson was placed in the FBI's unit top ensure that Grossman's and her her husband's roles in working with Ergenekon remained secret.

Furthermore, Grossman and Dickerson, while at the US embassy in Ankara, were linked to the Susurluk scandal, an operation between Turkish military officers and criminal syndicates that exposed the linkage between the Turkish military and several "false flag" assassinations and terrorist bombings that were blamed on the Kurdish Worker's Party (PKK). The Susurluk scandal was exposed on November 3, 1996, when a Mercedes 600 SEL crashed in Susurluk in Balikesir province. In the trunk were discovered weapons, drugs, cash, listening devices, and Turkish diplomatic passports. The same network involved in the Susurluk incident were, according to our sources, working with Grossman and Dickerson at the U.S. embassy in Ankara to depose Aliyev in Baku and install Ebulfeyz Elchibey in his place. At the same time, Richard Armitage, who also figured in the outing of Valerie Plame, was the head of the U.S.-Azerbaijan Chamber of Commerce, which had among its advisers Richard Perle. Dickerson eventually began working for Perle's colleague Douglas Feith at the Pentagon, according to our sources.

Another member of the U.S. AIPAC faction tied to the Kemalists in Turkey was Eric Edelman, the U.S. ambassador in Ankara between 2003 and 2005. His major task was to ensure that U.S. and Israeli links to Ergenekon were not exposed. Edelman served as Vice President Dick Cheney's Principal Deputy Assistant to the Vice President for National Security Affairs from February 2001 to July 2003. WMR has also learned from Turkish sources that the principal players in the Susurluk scandal, including those planning to overthrow Aliyev in Azerbaijan, were supported by Cheney while he was the chief of Halliburton, a major player in Azerbaijan's oil industry and a backer of Armitage's U.S.-Azerbaijan Chamber of Commerce. Azerbaijan was the origination point for the Baku-Tbilisi-Ceyhan oil pipeline and Halliburton was a key contractor.

The revelations that Cheney was involved in a plot by Turkish military officers and criminal syndicates to carry out false flag terrorist attacks and assassinations of Turkish citizens would presage Cheney's similar operations while he was Vice President, including the most infamous false flag attack of all time: 9/11.

April 6-7, 2010 -- Gulen charges Ergenekon tied to Afghan heroin smuggling and Cheney

Dateline Istanbul -- WMR was told by representatives of the charismatic Turkish Islamic leader Fethullah Gulen, currently living in exile in Pennsylvania in the United States, that the wide-ranging Ergenekon "deep state" in Turkey that has permeated the military, media, and judiciary, has funded itself through the trade in heroin from Afghanistan, through Turkey, to the West. The drug smuggling operation, according to the Gulen circles, has been carried out with the participation of the Turkish Worker's Party (PKK), the Kurdish insurgent group often credited with carrying out terrorist attacks in Turkey that were actually, in many cases, done by Turkish intelligence and military agents in the Ergenekon operation.

The Gulen representatives also revealed that it was not possible for the PKK to smuggle drugs from Afghanistan without the active help of the Turkish "police and bureaucracy."

Gulen, who WMR has reported to have had his own close dealings with American intelligence and players in the Turkish bureaucracy, is the leader of an Islamic group that is a hybrid of U.S.-style charismatic evangelism in the mold of Billy Graham but with the extensive media and business holdings in the mode of Rev. Sun Myung Moon's Unification Church. Gulen, who preaches love, interfaith dialogue, and non-violence, is a popular figure among the rank-and-file of Turkey.

Gulen fled to the United States in 1997 and was later charged by the Turkish government with running a terrorist network. Gulen denied the charge and the case was dismissed in 2007. The President, Prime Minister, and Justice Minister cleared Gulen of all charges brought against him.

However, Gulen has chosen to remain in the United States. His supporters claim that Gulen has made a concordat with Turkish Prime Minister Recep Tayyip Erdogan's Justice and Development Party (AKP) and both Gulen and Erdogan realize that any return of Gulen to Turkey will take attention away from the AKP's agenda. Part of that agenda is to eliminate the last vestiges of Ergenekon, a leftover from what the Gulen representatives claim is the Gladio network in Turkey. Gladio was a NATO operation designed to leave armed "stay behind" networks in NATO and neutral European states in the event of a Soviet invasion and occupation. In Italy, West Germany, Belgium and other nations, Gladio networks were discovered to have been involved in several "false flag" terrorist attacks that were later blamed on leftist elements.

On April 5, Turkish police arrested 86 people suspected of being involved in Ergenekon's 2003 plot, code named Operation Sledgehammer, to overthrow Erdogan's government by staging false flag attacks on mosques and shooting down a Turkish jet fighter and blaming the incident on Greece. WMR has learned that Mossad elements were involved heavily in the operation to overthrow Erdogan.

Gulen also believes if he were to return to Turkey, his supporters would be targeted by Ergenekon. Relations between Gulen and Erdogan were not always so close. For example, early in his political career, Erdogan was said by the Gulen representatives to have embraced the Islamic concept of suffering of the oppressed rather than freedom. The Gulen camp believes that the suffering of the oppressed is a concept originating in Saudi Arabia among the Wahhabist branch of Islam. However, Erdogan and Gulen now find themselves on the same page politically and in matters of religious tenets. Gulen believes that the AKP is the only party that defends democratic values and that there is no alternative and that the AKP, which Gulen believes has gravitated to his ideas, now stands alone in defending democratic values.

On August 6, 2009, WMR reported on the deposition of former FBI Turkish translator Sibel Edmonds. In her testimony, Edmonds described Turkey's "Deep State" intelligence apparatus in the United States. WMR reported, "The Turkish Deep State involves shadowy organizations, including the Fetullah Gulen Islamic movement, which was linked to the CIA by Justice Department prosecutors; Ergenekon, a Turkish intelligence operation that is accused of carrying out false flag terrorist attacks in Turkey and which has been linked to Israel's Mossad, and the right-wing Grey Wolves, a group that, along with Ergenekon, appears to have grown out of America's 'Gladio' Cold War-era 'stay behind' network."

There is some background that suggests that the Gulen movement was involved to some degree with the Turkish Deep State. The Gulenists are an outgrowth of the Said Nursi movement. Nursi was another charismatic Islamic figure who preached against materialism but also against communism. During the Cold War, the Nursi sect attracted the attention of the CIA, which found an ally in pushing for Turkey's membership in NATO, CENTO, and participation in the Korean War.

On December 2, 2008, WMR reported: "In polls, some one-third of the Turkish public believe Islamist Nurcu sect charismatic leader Grand Hodja Fethullah Gulen, who lives in Pennsylvania, is part of a movement that aims to seize control of the Turkish state and a little over a third believe that Gulen is funded by 'international powers.' After he was acquitted in Turkey of attempting to overthrow the secular state with his religious organization, Gulen was first denied a Permanent Resident Card or 'Green Card' to remain in the United States by the U.S. District Court for the Eastern District of Pennsylvania but then an appeals court granted Gulen a Green Card. In October of this year, a federal appellate court found that U.S. immigration authorities improperly rejected Gulen's request for a Green Card. The appeals court ruled that Gulen was 'an alien of extraordinary ability'" a decision that saw approval of Gulen's residency status. Observers of the case suspect the CIA intervened with the court on Gulen's behalf. Gulen's support for the AKP government may be an insurance policy by the CIA to maintain a close relationship with the 'Islamist tendency' AKP government in Ankara. The Bush administration, after seven years of trying to deport Gulen to Turkey, suddenly dropped its opposition to his permanent residency status. The public prosecutor in the U.S. Citizenship and Immigration Service (USCIS) case against Gulen's permanent residency status argued in filed documents that Gulen's movement was financially supported by Saudi Arabia, Iran, the Turkish government, and the 'Central Intelligence Agency.' The deposition stated that some Ankara businessmen donated up to 70 percent of their income to Gulen's movement."

In discussions in Istanbul on April 5 with members of the Gulen organization, it was revealed that Gulen blames his U.S. green card rejection squarely on then-Vice President Dick Cheney and the Department of Homeland Security, then headed by the pro-Israeli Michael Chertoff. Gulen believes that Cheney, because of his own ties to Ergenekon, put pressure on Homeland Security to reject Gulen's application for the extraordinary talent residency permit. Apparently, Gulen still has enemies in the United States. Since Erdogan's rift with Israel, Gulen has stated that the "neocons and Ergenekon" are giving him trouble.

Gulen appears to have a point. Based on seized Ergenekon documents, Gulen and his movement, since their concordat with Erdogan and the AKP, has figured high on the Ergenekon hit list.

PLAN TO FINISH OFF AKP AND GÜLEN

Taraf has uncovered a new “Action Plan to Combat Reactionaryism”, which belongs to the Office of the Chief of Staff. According to the plan, emphasis would be made that the officers arrested as part of Ergenekon investigation were “innocent” and propaganda would be staged that AKP has eventually aimed at introducing “a regime taking religious principles as a basis”.

It is uncovered that the Office of the Chief of Staff has prepared a new action plan titled, “combating reactionaryism”. The plan prepared by Naval Infantry Staff Senior Colonel Dursun Çiçek in April 2009 clearly voices concern over Ergenekon investigation. A call is made to stage actions “before the agenda of Ergenekon investigation is changed” as it is aimed at giving high profile to those news articles that the active and retired officers arrested under Ergenekon have been put in jail just because they were fighting reactionary Islam.

The new plan belonging to the Office of the Chief of Staff, that was seized in the office of Lawyer Serdar Öztürk, a former officer now practicing as a lawyer, who was arrested as part of Ergenekon investigation, were taken down under minutes and are now expected to incorporated into the third indictment on Ergenekon. At the same time, Öztürk was acting as the attorney for Colonel Levent Göktaş, a member of the Special Forces, who was also arrested under Ergenekon.

Support Section Directorate No 3 of the Operations Department in the Office of the Chief of Staff is the new title of the Psychological Warfare Department. Any planning made for the Office of the Chief of is now being executed by this section. THE NAME OF THE MILITARY BEING BLACKENED

The part, “Current Status”, of “the Action Plan To Combat Reactionaryism”, which comprises four pages criticizes Ergenekon investigation: “Intensive activities are carried out by the religiously reactionary groups to erode the image of the official institutions of the state, particularly TSK (Turkish Armed Forces) as efforts are under way to blacken the names of retired and active military staff, who have made substantial contributions to TSK, by charging unfounded allegations against them as part of Ergenekon.”

“UNFRIENDLY ELEMENTS” ERODING TSK

The part, “Unfriendly Elements”, of the plan claims that it is aimed at having “a regime based on religious principles” by eroding TSK:

- TSK is regarded as the sole institution that would prevent their aim of establishing a regime based on religious principles by disbanding Atatürk’s Principles and Revolutions and toppling the secular, democratic and social state of law;

- They publish any information and documents seized, which erode TSK through the media which support them;

- They attempt to prove that the meetings of unity and solidarity in which the public has shown intensive interest have been intentionally planned by Ergenekon;

- It is claimed that TSK cooperates with various terror networks including PKK terror network under Ergenekon roof.

- False news articles are developed that the top level commanders are Jewish, Armenian, pro-Sebatay, etc.;

- They broadcast audio and video recordings which they claim belong to TSK staff in order to keep the public opinion pre-occupied and cause information pollution.

“FRIENDLY ELEMENTS” TO BE USED ACCORDING TO A PLAN

The plan prepared by Colonel Çiçek also refers to “the Friendly Elements”, which would be used against reactionary Islam. Here are those “friends”:

- Propaganda efforts revealing the actual faces of the religiously reactionary groups are carried out via the press and publication organs in an orchestrated manner.

- Information activities are executed for TSK staff and their members.

- Those members of the staff, who are believed to have been infiltrated into TSK, and their families are followed and placed under control.

- Measures are introduced on the issue of computer and document security.

MEDIA ACTION PLAN

TSK ‘INNOCENT’, ALL THE BLAME ON THE RELIGIOUSLY REACTIONARY STAFF MEMBERS

In reference to Ergenekon operation under the part, “Media Activities”, a call is made for preparation of news articles that TSK members are “innocent”:

- Persons such as İskender Evrenseloğlu and Ömer Öngüt we keep on hold ready for action will be ordered to stage actions and speeches catching public interest and these persons will be identified with other reactionary Islamist groups, particularly FG followers so that the public opinion may establish analogy between any such groups.

- It will be ensured that any TSK staff members seized or agreeing to disclose would make statements in line with the themes determined by us and that such disclosure would have wide coverage in the press.

- News articles will be fabricated that TSK staff members arrested under Ergenekon investigation are innocent and that they are slandered just because they effectively fight reactionary Islam. – It will be ensured that figures such as Nurettin Veren would make statements about FG group on TV programs in line with the themes determined by us.

- By commissioning news articles that as TSK staff members belonging to other religious societies such as Kurdoğlu, etc., are disassociated with TSK, they have been expelled on ground of their affiliation with FG group so that there would be public opinion that FG group suffered substantial damage.

- News articles will be commissioned that no action being staged by PKK terrorist organization against any schools, classrooms and hostels in the Eastern and Southeastern Anatolia regions as well as in the north of Iraq, which are owned by FG followers is a clear sign of a link between the two networks and also of an agreement between them.

“KURTLAR VADİSİ” MUST BE WRITTEN OFF

- Series such as “Kurtlar Vadisi” (The Valley of the Wolves), “Kollama” (Protection) and “Tek Türkiye” (The Only Turkey), which are popularly viewed by the public, misleading the public opinion on the current events must suffer loss of reliability by commissioning adverse news articles on them.

- By ensuring an intensive coverage of images and news articles showing the school students belonging to the National Education Ministry as they practice worshipping, the public image of the National Education Ministry will be degraded.

Noting that a “duty” must be undertaken under the circumstances, the plan says: “to put an end to the hesitancy over this issue by revealing the internal face of the religiously reactionary elements and eradicate public support for such networks. To minimize the impact of the erosive campaigns staged under Ergenekon, to put an end to the negative propagandas carried out against TSK”.

This is followed by the part, “execution”, of the plan and these phrases are used: “Information support activities will be executed to bring out to light the facts on the radical religious groups, particularly AKP government promoting the idea of establishing an Islamic state based on Islamic Law by overthrowing the secular and democratic order and various groups and Fetullah Güven group supporting it, to break the public support and put an end to their activities”.

- By causing the key communication specialists, who are AKP followers, to make contradictory statements publicly, it will be ensured that there would be public perception that AKP internally experienced serious disagreement and divisions.

THE AGENDA FOR ERGENEKON TO BE CHANGED

According to the plan, there is a requirement that the activities be put into motion in three parts synchronously with each other. The items required to be done are listed by the part, “Planning and General Activities” as follows:

- The propagandas to be executed will focus on the theme that there is no opposition to religion.

- Actions: the agenda for Ergenekon case is being changed.

PART ON FETULLAH GÜLEN

The conclusive part of the plan covers “Black Propaganda Activities”. Here is that part:

- Voice recordings which would be identified as having been broadcast by the religiously reactionary elements and cause listeners to find us justifiable will be arranged in order to create information pollution over the issue of voice recordings which have recently led to considerable repercussions.

- It shall be ensured that any staff members captured by fabricating cause publicly in connection with various information and documents would provide statements that they were FG followers and once such staff members were made public by the press, news articles shall be ordered about their morally negative aspects.

- It will be ensured with regard to the staff members as identified above that by identifying as their closest associates the most negative person in their circle of friends no matter that person is an ordinary figure, there would be a belief that this was actually the internal face of FG followers.

- It will be ensured that any objects associated with any elements (Jews, CIA, MOSSAD, Moon Sect, Houmeini, etc.) through which a link is intended to be established with FG followers, apart from any weapons and munitions there, would be on the same location by causing house raids to be staged on the basis of tips.

- It will be ensured that information and documents rekindling the Anti-Alawite feelings would be present in such houses as part of house raids.

To minimize the impact of the erosive campaigns staged under Ergenekon, to put an end to the negative propagandas carried out against TSK”.

This is followed by the part, “execution”, of the plan and these phrases are used: “Information support activities will be executed to bring out to light the facts on the radical religious groups, particularly AKP government promoting the idea of establishing an Islamic state based on Islamic Law by overthrowing the secular and democratic order and various groups and Fetullah Güven group supporting it, to break the public support and put an end to their activities”.

- By causing the key communication specialists, who are AKP followers, to make contradictory statements publicly, it will be ensured that there would be public perception that AKP internally experienced serious disagreement and divisions.

AGENDA FOR ERGENEKON TO BE CHANGED

According to the plan, there is a requirement that the activities be put into motion in three parts synchronously with each other. The items required to be done are listed by the part, “Planning and General Activities” as follows:

- The propagandas to be executed will focus on the theme that there is no opposition to religion.

- Actions: the agenda for Ergenekon case is being changed.

- News articles will be commissioned that AKP followers have not given up on their luxurious life styles at a time when the impact of the economic crisis is acutely felt in our country so that the public opinion would be informed of the fact that this situation “conflicts with the Islamic understanding” and further that their approach, “man of the people”, never reflects the reality.

HERE IS THE ACTION PLAN FOR MEDIA UNDER THE PLAN

TSK INNOCENT, ALL THE BLAME ON THE REACTIONARY STAFF MEMBERS

In reference to Ergenekon operation under the part, “Media Activities”, a call is made for preparation of news articles that TSK members are “innocent”:

- Persons such as İskender Evrenseloğlu and Ömer Öngüt we keep on hold ready for action will be ordered to stage actions and speeches catching public interest and these persons will be identified with other reactionary Islamist groups, particularly FG followers so that the public opinion may establish analogy between any such groups.

- It will be ensured that any TSK staff members seized or agreeing to disclose would make statements in line with the themes determined by us and that such disclosure would have wide coverage in the press.

- News articles will be fabricated that TSK staff members arrested under Ergenekon investigation are innocent and that they are slandered just because they effectively fight reactionary Islam. – It will be ensured that figures such as Nurettin Veren would make statements about FG group on TV programs in line with the themes determined by us.

- By commissioning news articles that as TSK staff members belonging to other religious societies such as Kurdoğlu, etc., are disassociated with TSK, they have been expelled on ground of their affiliation with FG group so that there would be public opinion that FG group suffered substantial damage.

- News articles will be commissioned that no action being staged by PKK terrorist organization against any schools, classrooms and hostels in the Eastern and Southeastern Anatolia regions as well as in the north of Iraq, which are owned by FG followers is a clear sign of a link between the two networks and also of an agreement between them.

“KURTLAR VADİSİ” MUST BE WRITTEN OFF

- Series such as “Kurtlar Vadisi” (The Valley of the Wolves), “Kollama” (Protection) and “Tek Türkiye” (The Only Turkey), which are popularly viewed by the public, misleading the public opinion on the current events must suffer loss of reliability by commissioning adverse news articles on them.

April 9-11, 2010 -- Turkish Ergenekon "Deep State" conspiracy linked to neocon Washington think tanks

According to senior Turkish government, media, and civil society officials, the Turkish Ergenekon network, a successor to a Cold War-era Gladio stay-behind network established by NATO and the CIA in Turkey, Italy, West Germany, Spain, and other western European countries, is linked to neoconservative think tanks in Washington that all toe the pro-Israeli line.

The neocon think tanks, which, according to a senior Turkish government official, are indistinguishable from the Israel and right-wing Jewish lobbies in the United States. The Turkish Ergenekon network, centered in the military, MIT intelligence organization, certain Turkish think tanks, and among certain Turkish professors, has received assistance and encouragement from Israel's Mossad intelligence and Israel's supporters in the United States to step up the propaganda line that Turkey's reform-minded Justice and Development Party (AKP) is steering Turkey away from Europe and toward an Islamist and pro-Arab foreign policy. In fact, after a week in Turkey, WMR has witnessed first hand that the AKP's goals are to change Turkey's Constitution, imposed after two military coups d'etat, and guarantee freedom of speech, the press, minority and women's rights, and religious freedom for Christians, Jews, Alawites, and even atheists.

However, not happy with Turkey's probe of Ergenekon, which could spread to similar exposures of "deep state" operations in Azerbaijan, Syria, Egypt, and Lebanon, Israel has martialed its media and propaganda resources in Washington, DC and Turkey to paint Turkey's Prime Minister Recep Tayyip Erdogan as a radical Islamist intent on transforming Turkey into an Islamic state in the mold of Libya's Muammar Qaddafi. The charges against Erdogan and his government have also been influenced because of the Turkish government's condemnation of Israel's attacks on Gaza and Lebanon, annexation of Palestinian territory in East Jerusalem and the West Bank, and Turkey's rapprochement with Syria. One senior Turkish Member of Parliament said that Turkey had even been likened to Malaysia by its detractors in the West.

French President Nicholas Sarkozy, eager to please the neocons and his Israeli friends, has been vehement in opposition to Turkey's membership in NATO. A Turkish MP said Sarkozy was nothing more than a racist. However, Sarkozy may be more concerned about Turkey than its recent criticism of Israel's policies in Gaza and East Jerusalem. If the Turkish government's investigation continues, it may reveal that Ergenekon-like "Deep States," with ties to the Turkish covert network, exist in other countries, including France. If there was an investigation of France's "Deep State," certain information on who and what funded and organized the France-wide arson attacks that propelled Sarkozy into office may be revealed. That, coupled with the real story behind the Clearstream bank account in Luxembourg that laundered money to politicians -- including Sarkozy -- may become a major problem for Sarkozy. The use of false flag terrorist attacks by Ergenekon in Turkey may also lead to similar attacks in other countries, including France and Germany, where Chancellor Angela Merkel has also expressed opposition to Turkey's membership in NATO.

A senior Turkish broadcast media official also charged that the neocon-constructed global villain, Osama Bin Laden, is being manipulated by certain quarters through the release of a series of audio tapes of questionable authenticity.

Israel and the neocons in the United States have purposely distorted what Ergenekon actually is, according to the Turkish media official. The demonization of Turkish reform parties pre-dates the neocon assault on the AKP. The AKP's root party, which did not share all the reform planks of the AKP, the Refah (Welfare) Party, was also also attacked when it was elected to office. It was ousted in 1998 when Turkey's military power guarantor, the Constitutional Court, ruled it illegal.

The AKP is seeking to amend the Constitution to eliminate the Constitutional Court's power since it retains the ability, according to the present Constitution, to declare the AKP, which won the last electrion with 47 percent of the vote, illegal and force it from power. The AKP continues to enjoy widespread support with a 42 percent favorability rating in the polls. The AKP's reforms are being resisted by the opposition Republican People's Party (CHP), which has been supportive of the chief Ergenekon conspiracists. Ironically, the CHP, a right-wing party, is afforded membership status in Socialist International.

Like the AKP, Refah stood accused by the Turkish "Deep State," operating through the Constitutional Court, of trying to impose an Islamic theocracy on Turkey.

The Turkish Deep State, also known as the Ergenekon network, has a parallel network operating in the United States that is trying to demonize the AKP by claiming it is attempting to overturn the secular state of Turkey. In reality, Ergenekon, working with Israeli and select Jewish interests in the United States, is trying to preserve the fascistic state established by Mustapha Kemal Ataturk after World War I. It is a state that suppressed not only the freedom of religion for Muslims, but also for Christians.

WMR has obtained details of the intelligence being collected on the American wing of Ergenekon, which, like its Turkish parent, is imbued in America's think tanks, universities, and military-industrial complex.

For example, Cetin Dogan, the former commander-in-chief of the First Army of Turkey based in Istanbul, is the father-in-law of Danni Rodrik, the Rafik Hariri professor of international political economy at Harvard University who has defended his father-in-law from accusations of involvement in Ergenekon. It just so happens that Dogan is accused of launching in November 2003 false flag terrorist bombings of the British Consulate and HSBC bank in Istanbul to whip up ferver against the AKP government. The false flag attack, blamed on "Al Qaeda," killed 27 people, including British Consul General Roger Short. British Prime Minister Tony Blair and President George W. Bush jumped on the "Al Qaeda" bandwagon in condemning the terrorist attacks.

The exposed links of Rodrik to his father-in-law, Dogan, in the Turkish media are discounted by the Ergenekon plotters as anti-Semitic because Rodrik is Jewish. Rodrik and Dogan's daughter, Pinar Dogan, have launched a public relations campaign in the United States in support of General Dogan.

Later, Cetin was named as one of the accused masterminds of OPERATION SLEDGEHAMMER) ("Balyoz"), a plot to detonate bombs in Istanbul’s mosques during Friday prayesr, bomb museums crowded with tourists, and shoot down a Turkish fighter jet and blame it on a Greek attack. The operation was designed to put pressure on the AKP government and then launch a military coup.

Orhan Cengiz, President of the Human Rights Agenda Association and himself a target of Ergenekon -- most visible by the presence of his government-supplied bodyguard -- explained that Ergenekon is a "network of hitmen, conspirators, and many others with international connections." Cengiz also said there are sympathizers who promote Ergenekon and whitewash its activities but are not members of Ergenekon. There are journalists and business people who fall into both categories of members and sympathizers. Cengiz said that the Secretary General of the opposition CHP, Deniz Baykal, is an advocate for Ergenekon.

In addition, Cengiz said Israel wants to use Ergenekon to pressure the Erdogan government away from its reformed foreign policy that seeks new relations with Syria and Iran and is more robust in criticizing Israeli policies toward the Palestinians. There is now a strong alliance between Ergenekon and Israel. Israel's friends and operatives in the pro-Israeli media are painting the investigation of Ergenekon as a "political case with no substance." That theme has been echoed by such pro-Israel entities as The New York Times.

Cengiz said Ergenekon sees itself as the "guardian of the secular system" in Turkey.

Cengiz also stated that there is a strong Ergenekon lobby in the United States and other places, including Russia.

One particular critic of the AKP and the Ergenekon investigation is Central Asia-Caucasus Institute and the Silk Road Studies Program non-resident senior fellow Gareth Jenkins, a British national. The program is partly sponsored by the U.S. government and has held joint programs with George Soros's Open Society Institute. WMR learned from informed sources that Jenkins's job in Turkey is to talk down the Ergenekon network and destroy the criminal case against it. Our sources revealed that Jenkins has the ears of many foreign ambassadors in Ankara.

Other identified supporters of Ergenekon in Washington, according to Turkish government sources, are former CIA station chief in Kabul and Iran-contra schemer Graham Fuller; arch-neocon Michael Rubin of the American Enterprise Institute; and Zeyno Baran of the neocon Hudson Institute. The Hudson Institute actually hosted one of the Ergenekon generals, Deputy Chief of the Turkish General Staff, Ergin Saygun, at a conference in Washington on November 17, 2006. Baran is married to Matthew Bryza, the U.S. Deputy Assistant Secretary of State for European and Eurasian Affairs and a past interlocutor for neocon-led covert operations in Georgia, Ukraine, and other Caucasus and Black Sea countries.

Another key player in the anti-AKP network in Washington is Soner Cagaptay of the neocon and pro-Israel Washington Institute for Near East Policy (WINEP). Cagaptay is also taking part in an anti-AKP seminar in New York on April 26 sponsored by the pro-Israel Levin Institute.

There are also revelations that Ergenekon attempted to oust Prime Minister Bulent Ecevit in 2002, prior to the AKP's victory in the election. On May 4, 2002, Ecevit became ill and was transported to Baskent University hospital in Ankara. After being sent home, Ecevit fell and broke his rib and was returned to the hospital. Ecevit's condition worsened. The investigation of Ergenekon is now focusing on whether Ergenekon generals were working with Baskent doctors to try to totally incapacitate Ecevit or kill him, thus paving the way for his deputy prime minister, Hüsamettin Özkan of the coalition partner Nationalist Movement Party (MHP), to take over. Ozkan was much more to the liking of the military. The prime minister's wife, Rahsan Ecevit, barred Baskent doctors from seeing her husband.

Ecevit was the first Turkish political leader to expose the existence of the Gladio "stay behind" network in Turkey. He said he first learned of the NATO secret unit in 1974. As Prime Minister between January 26 to November 17, 1974, Ecevit asked to see documents in Gladio. He revealed that he was banned from seeing the Gladio documents by more powerful forces. A few weeks before the 1977 general election, which Ecevit's party won, snipers began firing on a rally of 500,000 people in Taksim Square in Istanbul. The snipers killed 389 people and wounded hundreds of others. Ecevit linked the massacre to Gladio. Ecevit was jailed after being ousted in the military coup led by General Kenan Evren in 1980. Ecevit died on November 5, 2006, after suffering the cerebral hemorrhage the previous May. He had been in an induced coma since the hemorrhage.

Prime Minister Turgut Ozal, the leader of the Motherland Party, from which many AKP leaders began their political careers, narrowly survived an assassination attempt by a Gladio assassin on June 8, 1988. A shooter narrowly missed Ozal's head but he was struck in the finger. The assassination attempt was linked to the head of the Ergenekon nest, the National Security Council. Ozal became President of Turkey in 1989. Ozal died of a suspicious heart attack on 17 April 1993. Ozal's wife Semra, claimed Ozal was poisoned by lemonade. There was no autopsy and blood samples taken from his body disappeared.

Turkey is carrying out an investigation of the secret network discovered by Ecevit. The European Parliament called on all member nations to investigate Gladio in 1990, with little ever accomplished to expose the Deep States throughout Europe.

On November 22, 1990, the European Parliament passed a resolution on Operation Gladio.

G. greatly concerned at the existence of decision-making and operational bodies which are not subject to any form of democratic control and are of a completely clandestine nature at a time when greater Community cooperation in the field of security is a constant subject of discussion,

1. Condemns the clandestine creation of manipulative and operational networks and Calls for a full investigation into the nature, structure, aims and all other aspects of these clandestine organizations or any splinter groups, their use for illegal interference in the internal political affairs of the countries concerned, the problem of terrorism in Europe and the possible collusion of the secret services of Member States or third countries;

2. Protests vigorously at the assumption by certain US military personnel at SHAPE and in NATO of the right to encourage the establishment in Europe of a clandestine intelligence and operation network;

3. Calls on the governments of the Member States to dismantle all clandestine military and paramilitary networks;

4. Calls on the judiciaries of the countries in which the presence of such military organizations has been ascertained to elucidate fully their composition and modus operandi and to clarify any action they may have taken to destabilize the democratic structure of the Member States;

5. Requests all the Member States to take the necessary measures, if necessary by establishing parliamentary committees of inquiry, to draw up a complete list of organizations active in this field, and at the same time to monitor their links with the respective state intelligence services and their links, if any, with terrorist action groups and/or other illegal practices;

6. Calls on the Council of Ministers to provide full information on the activities of these secret intelligence and operational services;

7. Calls on its competent committee to consider holding a hearing in order to clarify the role and impact of the 'Gladio' organization and any similar bodies;

8. Instructs its President to forward this resolution to the Commission, the Council, the Secretary-General of NATO, the governments of the Member States and the United States Government."

Turkey, which aspires to become an EU member, is doing more than any EU member in investigating its Gladio offshoot, Ergenekon.

Over the past two decades, three U.S. ambassadors in Ankara, Marc Grossman, Robert Pearson, and Eric Edelman, have been linked, according to those WMR spoke to in Ankara and Istanbul, to Ergenekon, including its Deep State functions in the United States.

The involvement of three U.S. ambassadors in what is known as ETO -- Ergenekon Treror Network -- should make every American pause. In effect, the U.S. State Department had three envoys in Ankara that supported a terrorist organization responsible for, among other atrocities, the following:

Murder of Italian priest Father Andrea Santoro in February 2006

The terrorist attack on the Council of State in 2006

The murder of Turkish-Armenian journalist Hrant Dink, a prominent Turkish Armenian journalist, in 2007

Trying to assassinate prominent Turkish writer Nobel Laureate Orhan Pamuk

A grenade attack on Cumhuriyet, a left-of-center newspaper

Several attacks on priests in Malatya

Several plans to assassinate Recep Tayyip Erdogan, the Prime Minister of Turkey

Ergenekon has also been linked to the following terorist groups, which also makes the U.S. embassy in Ankara an aider and abettor of terrorism in Turkey and other countries:

Kurdistan Workers' Party (PKK)

The extreme-left Revolutionary People's Liberation Party/Front (DHKP/C)

The Islamist organization Hizbullah

The ultranationalist Turkish Revenge Brigades (TİT)

The Turkish Workers' and Peasants' Liberation Army (TİKKO)

The Marxist-Leninist Communist Party (MLKP) and

The Hizb ut-Tahrir (Party of Liberation), an extreme group wishing to reinstate the Islamic Caliphate"

The danger of the Ergenekon investigation resulting in disclosure of its American links has CIA and other U.S. government covert planners, in concert with their Ergenekon counterparts, considering three options:

1. Assassinating Prime Minister Erdogan

2. Convince the Turkish Constitutional Court to declare the governing AKP illegal and close it down.

3. Craft a CHP-Nationalist coalition government that would stop the Ergenekon investigation.

Senior AKP officials fear that the second option, closure of the party, could happen at any moment. The Turkish judicial system is also rife with Ergenekon members and supporters, including the Chief Prosecutor of Istanbul.

The fact that Christians including priests and Protestant missionaries, have been killed by Ergenekon and that the terror network's Washington lobby is supported by American Jews like Grossman and Edelman, and Jewish Institute for National Security Affairs (JINSA) habitués like Pearson, will not sit well with Americans who have been made ignorant of Ergenekon's facts thanks to Israeli Lobby control over the corporate American media. Ergenekon also planned the assassinations of Kurds, Armenians, and Alawites in Operation Cage. The American Israel Public Affairs Committee (AIPAC), in switching its support from Turkey to Armenians in supporting the passage of the recent House resolution condemning the World War I-era massacre of the Armenians, may think twice when it becomes common knowledge that American Jewish supporters of Ergenekon have aided in modern-day massacres of Armenians in Turkey. In addition, Freemason and Sephardic Jew, Emanuel Carasso, a Greek emigre to Turkey, provided significant support for the CUP and Young Turks on behalf of the Rothschild banking family. Carasso's son, Daniel, started the food giant Danone, from a small yogurt business.

A senior AKP leader also revealed that Ergenekon is heavily involved in arms smuggling. The official also stated that Ergenekon has extensions of its network in Washington, DC and Moscow and that this involves diplomats, military officers, and civilians. In the planned 2003 Sledgehammer coup against Erdogan, it was discovered that the coup plotters could call on some 40 journalists to support the coup. On the other hand, several other journalists were identified by name among those to be arrested by the coup leaders.

A Turkish government official also admitted that the FBI was ordered to stop its investigation of Turkish bribes and other activities involving the American Turkish Council in Washington because it would "hurt arms smuggling." The details of the investigation into the Turkish smuggling and espionage network were revealed by fired FBI Turkish translator Sibel Edmonds. A number of Turks, including government officials, have either never heard of Edmonds or consider her to be unreliable because the Turkish press contingent in Washington were pressured into either ignoring Edmonds in their copy sent to Turkey from Washington or described her as mentally unstable or unreliable.

One Turkish correspondent in Washington was not as sanguine. After Milliyet correspondent Yasemin Congar reported on the Hudson Institute's connection to Ergenekon she was fired.

The senior AKP official also stated that the Turkish coup plotters are friends of the United States and that this has been the case for quite some time. He recalled when U.S. ambassador to Ankara, James Spain, called the 1980 coup plotters who ousted Ecevit as "our boys."

Dateline Istanbul -- WMR has learned from informed sources that the pro-Israel think tank, the Washington Institute for Near East Policy (WINEP), formerly headed up by President Obama's current Middle East adviser on the National Security Council, Dennis Ross, has been identified as a key player in a Turkish and international psychological warfare effort to paint the Justice and Development Party (AKP) government of Prime Minister Recep Tayyip Erdoğan as "radical Islamist." Erdogan has come in for attack by the Israel Lobby because of his outspoken criticism of Israel over its attack on Gaza and his walking out of a 2009 Davos conference seminar where Israeli President Shimon Peres was also in attendance.

WINEP, through one of its Turkey experts, Soner Cagaptay, has attacked Erdogan as a dangerous Islamist. Cagaptay also crticizes Turkey over its prosecution of key members of the Ergenekon "deep state" network, which stands accused of trying to overthrow Erdogan in a military coup. WINEP acts in concert with the wishes of the Likud government of Israel and WMR has learned of close links between the Kemal Atatukist officials involved with Ergenekon and top Likud and Mossad officials. These links also extend to the Israeli Lobby operations in Washington, including WINEP, the Jewish Institute for National Security Affairs (JINSA), and the American Israel Public Affairs Committee (AIPAC).

WMR has obtained a document on a planned Ergenekon operation code-named Operation Cage, which, among other things, outlines the plans of Ergenekon to plant stories in the media and on the Internet that were critical of Erdogan's government and attempted to stoke ethnic tensions against the ruling AKP government.

(4) Although a part of the weapons, materials and equipment has been captured by the security forces, they are still sufficient for the next operations.

(5) Difficulty is experienced in recruitment of new members for the organization and the training level of the present staff is high.

2. DUTY:

To increase pressure by both local and foreign communities on AKP Government, to keep the public opinion pre-occupied and change the agenda, particularly Ergenekon Case.

3. EXECUTION:

Operation Draft: (1) General Information

(a) For the purpose of ensuring that the Special Operations Force Command extend support to those under arrest as part of Ergenekon Case, make the counter psychological warfare by AKP and its supporters ineffective, boost the morale of the organization and win public support, terrorizing propaganda will be staged targeting at the non-Moslems and such activities will be shown via black propaganda as if they were executed by AKP and other evil hubs supporting AKP.

(b) The psychological operation activities to be executed are indicated by Annex B Psychological Operation Campaign Control Form.

(2) The operation will be executed in four stages:

(a) Preparatory Stage:

(1) The names and addresses of the non-Muslim population will be determined

(2) The subscription lists of the newspapers, magazines, etc., owned by the non-Muslims will be obtained

(3) The students, parents and employees of the educational facilities owned by the non-Muslims will be identified.

(4) The community lists of the foundations and places of worship owned by the non-Muslims will be obtained.

(5) The religious festivals / major days of the non-Muslims as well as the locations where religious service and ceremonies are held by them.

(6) The cemeteries of the non-Muslims, which would fit action, will be identified.

(b) Terrorizing Stage:

(1) The lists of subscribers to AGOS Newspaper, which have been obtained, will be published on Internet, particularly the share sites and reactionary web sites.

(2) Calls of threat will be made and letters of threat sent to the subscribers to AGOS Newspaper.

(3) Slogans with threatening contents will be written on the intensive routes in Adalar region.

(4) The lists of subscribers will be duplicated and left at such locations where they are easily visible to the citizens living on Adalar.

(c) Stage of building public opinion:

(1) It will be ensured that the lists of subscribers are published by the press, thus receiving coverage.

(2) Columns will be commissioned about the issue.

(3) The issue will have coverage by the debate programs, with the nonsensical attitude of AKP government being raised.

(4) The media will again give coverage of the Incidents of September 6 – 7 and news articles on the Wealth Tax.

(5) Anti-AKP web sites will be increased so that they stage intensive activities.

(6) Web sites operating against the minorities will be supported in terms of their contents.

(7) By developing new websites under titles www.tehditaltindayiz.com (“we are under threat”) , www.agosasahipcikalim.com” (“let us protect Agos”), etc., in addition the present ones, broadcasting will be made in line with pre-determined themes and such sites will be effectively promoted.

(8) By establishing Web sites for which impression is created that they are funded by AKP and pro-government media, promotion of such sites shall be made as required and publications with religious contents will be mixed with messages showing the media of the minorities, particularly AGOS Newspaper, as targets.

(9) By showing AKP and reactionary groups as the culprit of the actions executed, “black propaganda” will be carried out in terms of origin.

(d) Stage of Action:

(1) Bombs will be exploded at various quarters in Adalar region.

(2) Assassination will be plotted against persons having a high profile as a fierce defender of minority rights.

(3) Sound bombs will be placed at the pre-determined spots such as the vicinity of AGOS Newspaper.

(4) By placing suspicious packages at many spots and informing the police of them, the security forces will be kept pre-occupied.

(5) Action involving bombs will be staged at the piers where boat journeys to Adalar are organized.

(6) Sensational actions will be executed at the cemeteries of the non-Moslems.

(7) One or several of the popular non-Muslim businessmen and artists will be kidnapped.

(8) Vehicles, houses and workplaces will be frequently will be set on fire in those regions having dense non-Muslim population.

(9) Similar actions will also be made in the provinces such as Istanbul and İzmir where the non-Muslims live densely.

(10) Actions of sabotage, kidnapping and assassination executed will be claimed on behalf of the reactionary organizations determined following coordination to be made with the special plan cell leaders.

Tasks for the subordinate units: Special Operations Force Command:

(1) Will implement psychological operation activities as per Annex B.

(2) By obtaining relevant members / units from other regions temporarily where necessary, the same will be allocated for use by the regional commands where they are needed.

Coordination: (1) The activities at the stage of terrorizing will be coordinated by the regional commands and planning details will be communicated to the special plan cell leader urgently.

(2) Identification and organization of opinion leaders, artists, academicians, journalists and writers as well as other key communication figures, who will be used under the public opinion building stage, are subject to the orders of the Consultative Assembly President.

(3) Detailed plans necessary for the stage of action will be prepared by the regional commanders and communicated to the special plan cell leader through a secure channel. The plans will be prepared in such a manner responding to the requirements identified below:

(a) Objective of the action

(b) Commencement time and total duration of the action

(c) Timing diagram for the action

(d) Staffs who will execute the action and their names

(e) Task matrices containing the questions who will do what when and where

(f) Map and aerial photograph, if any, of the action zone

(g) Planning sketch clearly explaining the method of performing the action

(h) Plan of withdrawal from the zone after action

(i) List of materials and equipment to be used in the action

(j) Diagram of communication procedures

(k) Reserve plans

(l) Sketches and definitions of the meeting points before and after the action

(m) The method of following developments in the wake of the action

(n) Procedures to meet medical support which may be needed during the action

(4) Support may be obtained from Lawyer Serdar ÖZTÜRK in any legal cases that may occur by first getting the approval of the Special Operations Force Command.

4. ADMINISTRATION AND LOGISTICS:

a. Transport, accommodation, catering and technical and tactical requirements of the staff shall be met by the regional commands.

b. The list of overall weapons, munitions and materials, which will be needed under Operation Cage as per assessment, is provided by Annex C.

c. The regional commands will first endeavor to meet the additional requirements locally and any requirements which cannot be met will be requested to be met by the Special Operations Force Command urgently.

5. COMMAND AND COMMUNICATION:

a. Command:

(1) Operation Cage shall be led and managed by the Special Operations Force Commander.

(2) The Special Operations Force Commander will be stationed at the main headquarters.

b. Communication:

(1) The Special Operations Force Communication Management Permanent Instructions are in force. Communication will be carried out subject to these principles.

(2) Any open channels will never be used except for the confidential communication and meeting procedures throughout the operation.

(3) Any reports and messages will strictly be encrypted and CPK method will be used to send them.

(5) Ultimate care will be paid to compartmenting and no face to face liaison will be provided between the cells without approval of the regional commanders.

PSYCHOLOGICAL OPERATION CAMPAIGN CONTROL FORM

1. TARGET:

It is to increase both local and foreign pressure on AKP Government, keep the public pre-occupied and change the agenda, particularly Ergenekon case by questioning the life and property safety of the non-Muslims living in Turkey.

2. TASK:

By using effective propaganda techniques and mass communication media, it is to build public awareness that the non-Muslims living in Turkey, particularly AGOS Newspaper, are in danger, that AKP Government does not protect their rights and that the government pursues religious discrimination.

3. PSYCHOLOGICAL TARGET:

By developing negative impact on the non-Muslims through terrorizing propaganda, it is to persuade the public opinion into believing that AKP and other evil hubs supporting AKP are against the non-Muslims and eliminating any hesitancy on people’s minds by means of black propaganda in terms of source by developing adverse impact through terrorizing propaganda on the non-Muslims.

4. CONDITIONS:

In the wake of the murder of Hrant DINK, a large mass stood up for Hrant DINK and the non-Muslims living in Turkey by shouting slogans: “We are all Armenian” and “We are all Hrant”. AKP commissioned various news articles in the press and publication organs, which stated that the government safeguards the non-Muslims. The atmosphere of enmity for foreigners has been partially developed in the wake of Davos Crisis. 5. ATTITUDE, SENSITIVITY AND EFFECTIVENESS OF THE TARGET:

The segments, which are influenced by the propaganda, think:

That the non-Muslims living in Turkey are oppressed and that they cannot practice their beliefs freely That AKP Government represents only the members of the Islamic Religion and does not endeavor for the rights of the minorities That the non-Muslims are targeted by radical Islamist formations and under threat and That it is attempted to suppress the press and publication organs, particularly AGOS Newspaper, endeavoring to voice the interests of the minorities. 6. THEMES:

Themes to be used: 1. AKP’s target is to establish a theocratic Islamic dictatorship by making the provisions of Islam prevalent in all the systems of the state.

2. AKP attempts to keep any citizens from the religions other than Islam under pressure.

3. When AKP reaches a condition by which it could not be forced by any powers to step back, it pursues the objective of eliminating Atatürk’s principles and revolutions, topple the secular, democratic, social and legal state and establishing a regime based on religious principles.

4. Our non-Muslim citizens living on Islands are under oppression and threat.

5. AKP Governments ignores the oppression of and threats to the non-Muslims.

6. A significant portion of the media in Turkey acts under the control of AKP and fundamentalist terror organizations.

7. It is attempted to silence the limited number of media, particularly AGOS Newspaper, which defend the rights of the minorities.

8. It intends to force our non-Muslim citizens living on Adalar into migration with propaganda terrorizing them and slogans such as “Die or Leave!”, “Whose Are the Islands?” and “You will be thrown into sea again!”.

Non-Muslims living in Turkey: By making it known that we have information on the activities against the subscribers of AGOS Newspaper, it must be ensured that they would be on the hit list sooner or later.

Non-Muslims living abroad: By adopting the thought that the minorities and non-Muslims in Turkey are subjected to oppression, a comprehensive public opinion must be developed in this respect abroad.

Citizens having a secular and democratic understanding: They must be informed that the anti-secular formations get powerful steadily, that if measures are not taken, secularism would be replaced by Sharia (Islamic Law) and that nobody including the minorities would be able to live freely.

Conservative Citizens: They must be provoked by themes that AGOS Newspaper and similar publications are against Islam and that they pursue separatism.

Members of the Opposition Party They must be informed that AKP tolerates threats and incidents against the non-Muslims and that it even supports them.

Religious Functionaries of the Minority Religions: Both local and foreign public opinion is attracted to this issue thanks to their statements that they are under oppression and threats regarding their beliefs.

Writers, Editors, Program Producers and Presenters Working in the Press and Publication Organs: By contacting the media organizations having anti-AKP publications, the agenda must be kept hot thanks to the publications to be made by them focusing on the pre-determined themes.

The dossier that follows is based upon a report released on Oct. 1 by EIR's bureau in Wiesbaden, Germany, titled "A Profile of Mega-Speculator George Soros." Research was contributed by Mark Burdman, Elisabeth Hellenbroich, Paolo Raimondi, and Scott Thompson.

Time magazine has characterized financier George Soros as a "modern-day Robin Hood," who robs from the rich to give to the poor countries of eastern Europe and Russia. It claimed that Soros makes huge financial gains by speculating against western central banks, in order to use his profits to help the emerging post-communist economies of eastern Europe and former Soviet Union, to assist them to create what he calls an "Open Society." The Time statement is entirely accurate in the first part, and entirely inaccurate in the second. He robs from rich western countries, and uses his profits to rob even more savagely from the East, under the cloak of "philanthropy." His goal is to loot wherever and however he can. Soros has been called the master manipulator of "hit-and-run capitalism."

As we shall see, what Soros means by "open," is a society that allows him and his financial predator friends to loot the resources and precious assets of former Warsaw Pact economies. By bringing people like Jeffrey Sachs or Sweden's Anders Aslund and their economic shock therapy into these economies, Soros lays the groundwork for buying up the assets of whole regions of the world at dirt-cheap prices.

The man who broke the Bank of England?

An examination of Soros's secretive financial network is vital to understand the true dimension of the "Soros problem" in eastern Europe and other nations.

Following the crisis of the European Exchange Rate Mechanism of September 1992, when the Bank of England was forced to abandon efforts to stabilize the pound sterling, a little-known financial figure emerged from the shadows, to boast that he had personally made over $1 billion in speculation against the British pound. The speculator was the Hungarian-born George Soros, who spent the war in Hungary under false papers working for the Nazi government, identifying and expropriating the property of wealthy fellow Jews. Soros left Hungary after the war, and established American citizenship after some years in London. Today, Soros is based in New York, but that tells little, if anything, of who and what he is.

Following his impressive claims to possession of a "Midas touch," Soros has let his name be publicly used in a blatant attempt to influence world financial markets---an out-of-character act for most financial investors, who prefer to take advantage of situations not yet discovered by rivals, and keep them secret. Soros the financier is as much a political animal, as a financial speculator.

Soros proclaimed in March 1993, with great publicity, that the price of gold was about to rise sharply; he said that he had just gotten "inside information" that China was about to buy huge sums of gold for its booming economy. Soros was able to trigger a rush into buying gold, which caused prices to rise more than 20% over four months, to the highest level since 1991. Typically for Soros, once the fools rushed in to push prices higher, Soros and his friend Sir James Goldsmith secretly began selling their gold at a huge profit.

Then, in early June 1993, Soros proclaimed his intent to force a sell-off in German government bonds in favor of the French, in an open letter to London Times Financial Editor Anatole Kaletsky, in which Soros proclaimed, "Down with the D-Mark!" Soros has at various times attacked the currencies of Thailand, Malaysia, Indonesia, and Mexico, coming into newly opened financial markets which have little experience with foreign investors, let alone ones with large funds like Soros. Soros begins buying stocks or bonds in the local market, leading others to naively suppose that he knows something they do not. As with gold, when the smaller investors begin to follow Soros, driving prices of stocks or whatever higher, Soros begins to sell to the eager new buyers, cashing in his 40% or 100% profits, then exiting the market, and often, the entire country, to seek another target for his speculation. This technique gave rise to the term "hit and run." What Soros always leaves behind, is a collapsed local market and financial ruin of national investors.

The secret of the Quantum Fund NV

Soros is the visible side of a vast and nasty secret network of private financial interests, controlled by the leading aristocratic and royal families of Europe, centered in the British House of Windsor. This network, called by its members the Club of Isles, was built upon the wreckage of the British Empire after World War II.

Rather than use the powers of the state to achieve their geopolitical goals, a secret cross-linked holding of private financial interests, tied to the old aristocratic oligarchy of western Europe, was developed. It was in many ways modeled on the 17th-century British and Dutch East India Companies. The heart of this Club of the Isles is the financial center of the old British Empire, the City of London. Soros is one of what in medieval days were called Hofjuden, the "Court Jews," who were deployed by the aristocratic families.

The most important of such "Jews who are not Jews," are the Rothschilds, who launched Soros's career. They are members of the Club of the Isles and retainers of the British royal family. This has been true since Amschel Rothschild sold the British Hessian troops to fight against George Washington during the American Revolution.

Soros is American only in his passport. He is a global financial operator, who happens to be in New York, simply because "that's where the money is," as the bank robber Willy Sutton once quipped, when asked why he always robbed banks. Soros speculates in world financial markets through his offshore company, Quantum Fund NV, a private investment fund, or "hedge fund." His hedge fund reportedly manages some $11-14 billion of funds on behalf of its clients, or investors---one of the most prominent of whom is, according to Soros, Britain's Queen Elizabeth, the wealthiest person in Europe.

The Quantum Fund is registered in the tax haven of the Netherlands Antilles, in the Caribbean. This is to avoid paying taxes, as well as to hide the true nature of his investors and what he does with their money.

In order to avoid U.S. government supervision of his financial activities, something normal U.S.-based investment funds must by law agree to in order to operate, Soros moved his legal headquarters to the Caribbean tax haven of Curacao. The Netherlands Antilles has repeatedly been cited by the Task Force on Money Laundering of the Organization for Economic Cooperation and Development (OECD) as one of the world's most important centers for laundering illegal proceeds of the Latin American cocaine and other drug traffic. It is a possession of the Netherlands.

Soros has taken care that the none of the 99 individual investors who participate in his various funds is an American national. By U.S. securities law, a hedge fund is limited to no more than 99 highly wealthy individuals, so-called "sophisticated investors." By structuring his investment company as an offshore hedge fund, Soros avoids public scrutiny.

Soros himself is not even on the board of Quantum Fund. Instead, for legal reasons, he serves the Quantum Fund as official "investment adviser," through another company, Soros Fund Management, of New York City. If any demand were to be made of Soros to reveal the details of Quantum Fund's operations, he is able to claim he is "merely its investment adviser." Any competent police investigator looking at the complex legal structure of Soros's businesses would conclude that there is prima facie evidence of either vast money laundering of illicit funds, or massive illegal tax evasion. Both may be true.

To make it impossible for U.S. tax authorities or other officials to look into the financial dealings of his web of businesses, the board of directors of Quantum Fund NV also includes no American citizens. His directors are Swiss, Italian, and British financiers.

George Soros is part of a tightly knit financial mafia---"mafia," in the sense of a closed masonic-like fraternity of families pursuing common aims. Anyone who dares to criticize Soros or any of his associates, is immediately hit with the charge of being "anti-Semitic"----a criticism which often silences or intimidates genuine critics of Soros's unscrupulous operations. The Anti-Defamation League of B'nai B'rith considers it a top priority to "protect" Soros from the charges of "anti-Semites" in Hungary and elsewhere in Central Europe, according to ADL National Director Abraham Foxman. The ADL's record of service to the British oligarchy has been amply documented by EIR (e.g. The Ugly Truth About the Anti-Defamation League [Washington, D.C., Executive Intelligence Review: 1992]).

According to knowledgeable U.S. and European investigators, Soros's circle includes indicted metals and commodity speculator and fugitive Marc Rich of Zug, Switzerland and Tel Aviv; secretive Israeli arms and commodity dealer Shaul Eisenberg, and "Dirty Rafi" Eytan, both linked to the financial side of the Israeli Mossad; and, the family of Jacob Lord Rothschild.

Understandably, Soros and the Rothschild interests prefer to keep their connection hidden far from public view, so as to obscure the well-connected friends Soros enjoys in the City of London, the British Foreign Office, Israel, and the U.S. financial establishment. The myth, therefore, has been created, that Soros is a lone financial investment "genius" who, through his sheer personal brilliance in detecting shifts in markets, has become one of the world's most successful speculators. According to those who have done business with him, Soros never makes a major investment move without sensitive insider information.

On the board of directors of Soros's Quantum Fund N.V. is Richard Katz, a Rothschild man who is also on the board of the London N.M. Rothschild and Sons merchant bank, and the head of Rothschild Italia S.p.A. of Milan. Another Rothschild family link to Soros's Quantum Fund is Quantum board member Nils O. Taube, the partner of the London investment group St. James Place Capital, whose major partner is Lord Rothschild. London Times columnist Lord William Rees-Mogg is also on the board of Rothschild's St. James Place Capital.

A frequent business partner of Soros in various speculative deals, including in the 1993 gold manipulation, although not on the Quantum Fund directly, is the Anglo-French speculator Sir James Goldsmith, a cousin of the Rothschild family.

>From the very first days when Soros created his own investment fund in 1969, he owed his success to his relation to the Rothschild family banking network. Soros worked in New York in the 1960s for a small private bank close to the Rothschilds, Arnhold & S. Bleichroeder, Inc., a banking family which represented Rothschild interests in Germany during Bismarck's time. To this day, A. & S. Bleichroeder, Inc. remains the Principal Custodian, along with Citibank, of funds of Soros's Quantum Fund. George C. Karlweiss, of Edmond de Rothschild's Switzerland-based Banque Privee SA in Lugano, as well as of the scandal-tainted Rothschild Bank AG of Zurich, gave Soros financial backing. Karlweiss provided some of the vital initial capital and investors for Soros's Quantum Fund.

Union Banque Privee and the 'Swiss connection'

Another member of the board of Soros's Quantum Fund is the head of one of the most controversial Swiss private banks, Edgar de Picciotto, who has been called "one of the cleverest bankers in Geneva"---and is one of the most scandal-tainted. De Picciotto, from an old Portuguese Jewish trading family, who was born in Lebanon, is head of the Geneva private bank CBI-TDB Union Bancaire Privee, a major player in the gold and offshore hedge funds business. Hedge funds have been identified by international police agencies as the fastest-growing outlet for illegal money laundering today.

De Picciotto is a longtime friend and business associate of banker Edmond Safra, also born in Lebanon, whose family came from Aleppo, Syria, and who now controls the Republic Bank of New York. Republic Bank has been identified in U.S. investigations into Russian organized crime, as the bank involved in transferring billions of U.S. Federal Reserve notes from New York to organized crime-controlled Moscow banks, on behalf of Russian organized crime figures. Safra is under investigation by U.S. and Swiss authorities for laundering Turkish and Columbian drug money. In 1990, Safra's Trade Development Bank (TDB) of Geneva was merged with de Picciotto's CBI to create the CBI-TDB Union Banque Privee. The details of the merger are shrouded in secrecy to this day. As part of the deal, de Picciotto became a board member of American Express Bank (Switzerland) SA of Geneva, and two American Express Bank of New York executives sit on the board of de Picciotto's Union Banque Privee. Safra had sold his Trade Development Bank to American Express, Inc. in the 1980s. Henry Kissinger sits on the board of American Express, Inc., which has repeatedly been implicated in international money-laundering scandals.

De Picciotto's start as a Geneva banker came from Nicholas Baring of the London Barings Bank, who tapped de Picciotto to run the bank's secret Swiss bank business. Barings has for centuries been private banker to the British royal family, and since the bank's collapse in March 1995, has been overhauled by the Dutch ING Bank, which is reported to be a major money-laundering institution.

De Picciotto is also a longtime business partner of Venetian businessman Carlo De Benedetti, who recently was forced to resign as head of Olivetti Corp. Both persons sit on the board of the Societe Financiere de Geneve investment holding company in Geneva. De Benedetti is under investigation in Italy for suspicion of triggering the collapse of Italy's Banco Ambrosiano in the early 1980s.The head of that bank, Roberto Calvi, was later found hanging from the London Blackfriar's Bridge, in what police believe was a masonic ritual murder.

De Picciotto and his Union Banque Privee have been implicated in numerous drug and illegal money-laundering operations. In November 1994, U.S. federal agents arrested a senior official of de Picciotto's Geneva bank, Jean-Jacques Handali, along with two other UBP officials, on charges of leading a multimillion-dollar drug-money-laundering ring. According to the U.S. Attorney's Office in Miami, Handali and Union Banque Privee were the "Swiss connection" in an international drug-money-laundering ring tied to Colombian and Turkish cocaine and heroin organizations. A close business and political associate of de Picciotto is a mysterious arm dealer, Helmut Raiser, who is linked in business dealings with reputed Russian organized crime kingpin Grigori Luchansky, who controls the Russian and Swiss holding company Nordex Group.

Another director of Soros's Quantum Fund is Isodoro Albertini, owner of the Milan stock brokerage firm Albertini and Co. Beat Notz of the Geneva Banque Worms is another private banker on the board of Soros's Quantum Fund, as is Alberto Foglia, who is chief of the Lugano, Switzerland Banca del Ceresio. Lugano, just across the Swiss border from Milan, is notorious as the financial secret bank haven for Italian organized crime families, including the heroin mafia behind the 1980s "Pizza Connection" case. The Banca del Ceresio has been one of the secret Swiss banks identified in the recent Italian political corruption scandals as the repository of bribe funds of several Italian politicians now in prison.

The sponsorship of the Rothschilds

Soros's relation to the Rothschild finance circle represents no ordinary or casual banking connection. It goes a long way to explain the extraordinary success of a mere private speculator, and Soros's uncanny ability to "gamble right" so many times in such high-risk markets. Soros has access to the "insider track" in some of the most important government and private channels in the world.

Since World War II, the Rothschild family, at the heart of the financial apparatus of the Club of the Isles, has gone to great lengths to create a public myth about its own insignificance. The family has spent significant sums cultivating a public image as a family of wealthy, but quiet, "gentlemen," some of whom prefer to cultivate fine French wines, some of whom are devoted to charity.

Since British Foreign Secretary Arthur Balfour wrote his famous November 1917 letter to Lord Rothschild, expressing official British government backing for establishment of a Palestinian national home for the Jewish people, the Rothschilds were intimately involved in the creation of Israel. But behind their public facade of a family donating money for projects such as planting trees in the deserts of Israel, N.M. Rothschild of London is at the center of various intelligence operations, and more than once has been linked to the more unsavory elements of international organized crime. The family prefers to keep such links at arm's length, and away from its London headquarters, via its lesser-known outposts such as their Zurich Rothschild Bank AG and Rothschild Italia of Milan, the bank of Soros partner Richard Katz.

N.M. Rothschild is considered by City of London sources to be one of the most influential parts of the British intelligence establishment, tied to the Thatcher "free market" wing of the Tory Party. Rothschild and Sons made huge sums managing for Thatcher the privatization of billions of dollars of British state industry holdings during the 1980s, and today, for John Major's government. Rothschilds is also at the very heart of the world gold trade, being the bank at which twice daily the London Gold Fix is struck by a group of the five most influential gold trade banks. Gold constitutes a major part of the economy of drug dealings globally.

N.M. Rothschild and Sons is also implicated in some of the filthiest drugs-for-weapons secret intelligence operations. Because it is connected to the highest levels of the British intelligence establishment, Rothschilds managed to evade any prominent mention of its complicity in one of the more sordid black covert intelligence networks, that of the Bank of Credit and Commerce International (BCCI). Rothschilds was at the center of the international web of money-laundering banks used during the 1970s and 1980s by Britain's MI-6 and the networks of Col. Oliver North and George Bush, to finance such projects as the Nicaraguan Contras.

On June 8, 1993 the chairman of the U.S. House of Representatives' Committee on Banking, Rep. Henry Gonzalez (D-Tex.), made a speech charging that the U.S. government, under the previous Bush and Reagan administrations, had systematically refused to prosecute the BCCI, and that the Department of Justice had repeatedly refused to cooperate with Congressional investigations of both the BCCI scandal and what Gonzalez claims is the closely related scandal of the Atlanta, Georgia Banca Nationale del Lavoro, which was alleged to have secured billions in loans from the Bush administration to Saddam Hussein, just prior to the Gulf War of 1990-91.

Gonzalez charged that the Bush administration had "a Justice Department that I say, and I repeat, has been the most corrupt, most unbelievably corrupt justice system that I have seen in the 32 years I have been in the Congress."

The BCCI violated countless laws, including laundering drug money, financing illegal arms traffic, and falsifying bank records. In July 1991, New York District Attorney Robert Morgenthau announced a grand jury indictment against BCCI, charging it with having committed "the largest bank fraud in world financial history. BCCI operated as a corrupt criminal organization throughout its entire 19-year history."

The BCCI had links directly into the Bush White House. Saudi Sheik Kamal Adham, a BCCI director and former head of Saudi Arabian intelligence when George Bush was head of the CIA, was one of the BCCI shareholders indicted in the United States. Days after his indictment, former top Bush White House aide Edward Rogers went to Saudi Arabia as a private citizen to sign a contract to represent Sheikh Adham in the United States.

But, what has never been identified in a single major Western press investigation, was that the Rothschild group was at the heart of the vast illegal web of BCCI. The key figure was Dr. Alfred Hartmann, the managing director of the BCCI Swiss subsidiary, Banque de Commerce et de Placement SA; at the same time, he ran the Zurich Rothschild Bank AG, and sat in London as a member of the board of N.M. Rothschild and Sons, Hartmann was also a business partner of Helmut Raiser, friend of de Picciotto, and linked to Nordex.

Hartmann was also chairman of the Swiss affiliate of the Italian BNL bank, which was implicated in the Bush administration illegal transfers to Iraq prior to the 1990 Iraqi invasion of Kuwait. The Atlanta branch of BNL, with the knowledge of George Bush when he was vice president, conduited funds to Helmut Raiser's Zug, Switzerland company, Consen, for development of the CondorII missile program by Iraq, Egypt, and Argentina, during the Iran-Iraq War. Hartmann was vice-chairman of another secretive private Geneva bank, the Bank of NY-Inter-Maritime Bank, a bank whose chairman, Bruce Rappaport, was one of the illegal financial conduits for Col. Oliver North's Contra drugs-for-weapons network during the late 1980. North also used the BCCI as one of his preferred banks to hide his illegal funds.

Rich, Reichmann, and Soros's Israeli links

According to reports of former U.S. State Department intelligence officers familiar with the Soros case, Soros's Quantum Fund amassed a war chest of well over $10 billion, with the help of a powerful group of "silent" investors who let Soros deploy the capital to demolish European monetary stability in September 1992.

Among Soros's silent investors, these sources say, are the fugitive metals and oil trader Marc Rich, based in Zug, Switzerland; and Shaul Eisenberg, a decades-long member of Israeli Mossad intelligence, who functions as a major arms merchant throughout Asia and the Near East. Eisenberg was recently banned from doing business in Uzbekistan, where he had been accused by the government of massive fraud and corruption. A third Soros partner is Israel's "Dirty Rafi" Eytan, who served in London previously as Mossad liaison to British intelligence.

Rich was one of the most active western traders in oil, aluminum, and other commodities in the Soviet Union and Russia between 1989 and 1993. This, not coincidentally, is just the period when Grigori Luchansky's Nordex Group became a multibillion-dollar company selling Russian oil, aluminum, and other commodities.

Canadian real estate entrepreneur Paul Reichmann, formerly of Olympia and York notoriety, a Hungarian-born Jew like Soros, is a business partner in Soros's Quantum Realty, a $525-million real estate investment fund.

The Reichmann tie links Soros as well with Henry Kissinger and former Tory Foreign Minister Lord Carrington (who is also a member of Kissinger Associates, Inc. of New York). Reichmann sits with both Kissinger and Carrington on the board of the influential British-Canadian publishing group, Hollinger, Inc. Hollinger owns a large number of newspapers in Canada and the United States, the London Daily Telegraph, and the largest English-language daily in Israel, the Jerusalem Post. Hollinger has been attacking President Clinton and the Middle East peace process ever since Clinton's election in November 1992.

Soros and geopolitics

Soros is little more than one of several significant vehicles for economic and financial warfare by the Club of the Isles faction. Because his affiliations to these interests have not previously been spotlighted, he serves extremely useful functions for the oligarchy, as in 1992 and 1993, when he launched his attack on the European Rate Mechanism.

Although Soros's speculation played a role in finally taking the British pound out of the ERM currency group entirely, it would be a mistake to view that action as "anti-British." Soros went for the first time to London, where he studied under Karl Popper and Friedrich von Hayek at the London School of Economics.

Soros's business ties to Sir James Goldsmith and Lord Rothschild place him in the inner circles of the Thatcher wing of the British establishment. By helping the "anti-Europe" Thatcherites pull Britain out of the ERM in September 1992 (and making more than $1 billion in the process at British taxpayer expense), Soros helped the long-term goal of the Thatcherites in weakening continental Europe's economic stability. Since 1904 , it has been British geopolitical strategy to prevent by all means any successful economic linkage between western continental European economies, especially that of Germany, with Russia and the countries of eastern Europe.

Soros's personal outlook is consonant with that of the Thatcher wing of the Tory Party, those who three years ago launched the "Germany, the Fourth Reich" hate campaign against unified Germany, comparing Chancellor Helmut Kohl with Adolf Hitler. Soros is personally extremely anti-German. In his 191 autobiography, Underwriting Democracy, Soros warned that a reunited Germany would "upset the balance of Europe .... It is easy to see how the interwar scenario could be replayed. A united Germany becomes the strongest economic power and develops Eastern Europe as its Lebensraum ... a potent witches' brew." Soros's recent public attacks on the German economy and the deutsche mark are fundamentally motivated by this geopolitical view.

Soros is quite close to the circles of George Bush in the U.S. intelligence community and finance. His principal bank custodian, and reputed major lender in the 1992 assault on Europe's ERM, is Citicorp NA, the nation's largest bank. Citicorp is more than a lending institution; it is a core part of the American liberal establishment. In 1989, as it became clear that German unification was a real possibility, a senior official at Citicorp, a former adviser to Michael Dukakis's Presidential campaign, told a European business associate that "German unity will be a disaster for our interests; we must take measures to ensure a sharp D-Mark collapse on the order of 30%, so that she will not have the capability to reconstruct East Germany into the economic engine of a new Europe."

While Soros was calling on world investors to pull down the deutsche mark in 1993, he had been making a strong play in the French media, since late 1992, to portray himself as a "friend of French interests." Soros is reported to be close to senior figures of the French establishment, the Treasury, and in particular, Bank of France head Jean-Claude Trichet. In effect, Soros is echoing the old Entente Cordiale alliance against Germany, which helped precipitate World War 1.

Soros admits that he survived in Nazi Hungary during the war, as a Jew, by adopting what he calls a double personality. "I have lived with a double personality practically all my life," Soros recently stated. "It started at age fourteen in Hungary, when I assumed a false identity in order to escape persecution as a Jew." Soros admitted in a radio interview that his father gave him Nazi credentials in Hungary during the war, and he looted wealthy Jewish estates. Further research showed that this operation was probably run by the SS.

Soros did not leave the country until two years after the war. Though he and his friends in the media are quick to attack any policy opponent of Soros, especially in eastern Europe, as being "anti-Semitic," Soros's Jewish identity apparently has only utilitarian value for him, rather than providing moral foundations. In short, the young Soros was a cynical, ambitious person, the ideal recruit for the British postwar intelligence network.

Soros savages eastern Europe

Soros has established no fewer than 19 "charitable" foundations across eastern Europe and the former Soviet Union. He has sponsored "peace" concerts in former Yugoslavia with such performers as Joan Baez. He is helping send young east Europeans to Oxford University. A model citizen, is the image he broadcasts.

The reality is something else. Soros has been personally responsible for introducing shock therapy into the emerging economies of eastern Europe since 1989. He has deliberately fostered on fragile new governments in the east the most draconian economic madness, policies which have allowed Soros and his financial predator friends, such as Marc Rich and Shaul Eisenberg, to loot the resources of large parts of eastern Europe at dirt-cheap prices. Here are illustrative case histories of Soros's eastern "charity":

Poland: In late 1989, Soros organized a secret meeting between the "reform" communist government of Prime Minister Mieczyslaw Rakowski and the leaders of the then-illegal Solidarnosc trade union organization. According to well-informed Polish sources, at that 1989 meeting, Soros unveiled his "plan" for Poland: The communists must let Solidarnosc take over the government, so as to gain the confidence of the population. Then, said Soros, the state must act to bankrupt its own industrial and agricultural enterprises, using astronomical interest rates, withholding state credits, and burdening firms with unpayable debt. Once thie were done, Soros promised that he would encourage his wealthy international business friends to come into Poland, as prospective buyers of the privatized state enterprises. A recent example of this privatization plan is the case of the large steel facility Huta Warsawa. According to steel experts, this modern complex would cost $3-4 billion for a western company to build new. Several months ago, the Polish government agreed to assume the debts of Huta Warsawa, and to sell the debt-free enterprise to a Milan company, Lucchini, for $30 million!.

Soros recruited his friend, Harvard University economist Jeffery Sachs, who had previously advised the Bolivian government in economic policy, leading to the takeover of that nation's economy by the cocaine trade. To further his plan in Poland, Soros set up one of his numerous foundations, the Stefan Batory Foundation, the official sponsor of Sach's work in Poland in 1989-90.

Soros boasts, "I established close personal contact with Walesa's chief adviser, Bronislaw Geremek. I was also received by [President Gen Wojciech] Jaruzelski, the head of State, to obtain his blessing for my foundation." He worked closely with the eminence gris of Polish shock therapy, Witold Trzeciakowski, a shadow adviser to Finance Minister Leszek Balcerowicz. Soros also cultivated relations with Balcerowicz, the man who would first impose Sach's shock therapy on Poland. Soros says when Walesa was elected President, that "largely because of western pressure, Walesa retained Balcerowicz as minister." Balcerowicz imposed a freeze on wages while industry was to be bankrupted by a cutoff of state credits. Industrial output fell by more than 30% over two years.

Soros admits he knew in advance that his shock therapy would cause huge unemployment, closing of factories, and social unrest. For this reason, he insisted that Solidarnosc be brought into the government, to help deal with the unrest. Through the Batory Foundation, Soros coopted key media opinion makers such as Adam Michnik, and through cooperation with the U.S. Embassy in Warsaw, imposed a media censorship favorable to Soros's shock therapy, and hostile to all critics.

Russia and the Community of Independent States (CIS): Soros headed a delegation to Russia, where he had worked together with Raisa Gorbachova since the late 1980s, to establish the Cultural Initiative Foundation. As with his other "charitable foundations," this was a tax-free vehicle for Soros and his influential Western friends to enter the top policymaking levels of the country, and for tiny sums of scarce hard currency, but up important political and intellectual figures. After a false start under Mikhail Gorbachov in 1988-91, Soros shifted to the new Yeltsin circle. It was Soros who introduced Jeffery Sachs and shock therapy into Russia, in late 1991. Soros describes his effort: "I started mobilizing a group of economists to take to the Soviet Union (July 1990). Professor Jeffery Sachs, with whom I had worked in Poland, was ready and eager to participate. He suggested a number of other participants: Romano Prodi from Italy; David Finch, a retired official from the IMF [International Monetary Fund]. I wanted to include Stanley Fischer and Jacob Frenkel, heads of research of the World Bank and IMF, respectively; Larry Summers from Harvard and Michael Bruno of the Central Bank of Israel."

Since Jan. 2, 1992, shock therapy has introduced chaos and hyperinflation into Russia. Irreplaceable groups from advanced scientific research institutes have fled in pursuit of jobs in the West. Yegor Gaidar and the Yeltsin government imposed draconian cuts in state spending to industry and agriculture, even though the entire economy was state-owned. A goal of a zero deficit budget within three months was announced. Credit to industry was ended, and enterprises piled up astronomical debts, as inflation of the ruble went out of control.

The friends of Soros lost no time in capitalizing on this situation. Marc Rich began buying Russian aluminum at absurdly cheap prices, with his hard currency. Rich then dumped the aluminum onto western industrial markets last year, causing a 30% collapse in the price of the metal, as western industry had no way to compete. There was such an outflow of aluminum last year from Russia, that there were shortages of aluminum for Russian fish canneries. At the same time, Rich reportedly moved in to secure export control over the supply of most West Siberian crude oil to western markets. Rich's companies have been under investigation for fraud in Russia, according to a report in the Wall Street Journal of May 13, 1993.

Another Soros silent partner who has moved in to exploit the chaos in the former Soviet Union, is Shaul Eisenberg. Eisenberg, reportedly with a letter of introduction from then-European Bank chief Jacques Attali, managed to secure an exclusive concession for textiles and other trade in Uzbekistan. When Uzbek officials confirmed defrauding of the government by Eisenberg, his concessions were summarily abrogated. The incident has reportedly caused a major loss for Israeli Mossad strategic interests throughout the Central Asian republics.

Soros has extensive influence in Hungary. When nationalist opposition parliamentarian Istvan Csurka tried to protest what was being done to ruin the Hungarian economy, under the policies of Soros and friends, Csurka was labeled an "anti-Semite," and in June 1993, he was forced out of the governing Democratic Forum, as a result of pressure from Soros-linked circles in Hungary and abroad, including Soros's close friend, U.S. Rep. Tom Lantos.

Lighting the Balkan Fuse

In early 1990, in what was then still Yugoslavia, Soros's intervention with shock therapy, in cooperation with the IMF, helped light the economic fuse that led to the outbreak of war in June 1991. Soros boasted at that time, "Yugoslavia is a particularly interesting case. Even as national rivalries have brought the country to the verge of a breakup, a radical monetary stabilization program, which was introduced on the same date as in Poland---January 1, 1990-----has begun to change the political landscape. The program is very much along the Polish lines, and it had greater initial success. By the middle of the year, people were beginning to think Yugoslav again."

Soros is friends with former Deputy Secretary of State Lawrence Eagleburger, the former U.S. ambassador to Belgrade and the patron of Serbian Communist leader Slobodan Milosevic. Eagleburger is a past president of Kissinger Associates, on whose board sits Lord Carrington, whose Balkan mediations supported Serbian aggression into Croatia and Bosnia.

Today, Soros has established his Foundation centers in Bosnia, Croatia, Slovenia, and a Soros Yugoslavia Foundation in Belgrade, Serbia. In Croatia, he has tried to use his foundation monies to woo influential journalists or to slander opponents of his shock therapy, by labeling them variously "anti-Semitic" or "neo-Nazi." The head of Soros's Open Society Fund---Croatia, Prof. Zarko Puhovski, is a man who has reportedly made a recent dramatic conversion from orthodox Marxism to Soros's radical free market. Only seven years ago, according to one of his former students, as professor of philosophy at the University of Zagreb, Puhovski attacked students trying to articulate a critique of communism, by insisting, "It is unprincipled to criticize Marxism from a liberal standpoint." His work for the Soros Foundation in Zagreb has promoted an anti-nationalist "global culture," hiring a network of anti-Croatian journalists to propagandize, in effect, for the Serbian cause.
