Ledeen, a part-time NSC consultant on anti-terrorism, to ask Israeli Prime Minister Shimon Peres to check on a report that the Israelis had access to good sources on Iran. By early August 1985, Ledeen's talks had led to a direct approach by Israeli officials to McFarlane, to obtain President Reagan's approval to ship U.S.-supplied TOW missiles to Iran in exchange for the release of American hostages in Beirut. It aired on PBS in 1987 and is as good as anything on the tape (must see).  Moyers is a very respected TV journalist who also worked for Lyndon B. Johnson and has a very professional approach.  He interviews many different people involved with the CIA and other government agencies.  His documentary gives quite an overview of what has actually happened in the last 50 years regarding the CIA and the cold war (including Iran, Guatamala, Cuba, Viet Nam and Chile).  He features such people as Ralph McGeehee and Phil Retinger (both former CIA agents), Rear Admiral Gene La Rocque (Ret. U.S.N.), Theodore Bissell (active in the CIA at the time), Sen. Frank Church and many others.  Moyers is so very credible.  The full video "The Secret Government" is 90 minutes - this segment is edited by Frank Dorrel to 20 minutes.

FEMA has been given responsibility for many new disasters including urban forest fires, home heating emergencies, refugee situations, urban riots, and emergency planning for nuclear and toxic incidents. In the West, it works in conjunction with the Sixth Army.

FEMA was created in a series of Executive Orders. A Presidential Executive Order, whether Constitutional or not, becomes law simply by its publication in the Federal Registry. Congress is bypassed.

Executive Order Number 12148 created the Federal Emergency Management Agency that is to interface with the Department of Defense for civil defense planning and funding. An "emergency czar" was appointed.

FEMA has only spent about 6 percent of its budget on national emergencies, the bulk of their funding has been used for the construction of secret underground facilities to assure continuity of government in case of a major emergency-foreign or domestic.

Executive Order Number 12656 appointed the National Security Council as the principal body that should consider emergency powers. This allows the government to increase domestic intelligence and surveillance of U.S. citizens and would restrict the freedom of movement within the United States and grant the government the right to isolate large groups of civilians. The National Guard could be federalized to seal all borders and take control of U.S. air space and all ports of entry.

The Federal Emergency Management Agency has broad powers in every aspect of the nation. General Frank Salzedo, chief of FEMA’s Civil Security Division stated in a 1983 conference that he saw FEMA’s role as a "new frontier in the protection of individual and governmental leaders from assassination, and of civil and military installations from sabotage and/or attack, as well as prevention of dissident groups from gaining access to U.S. opinion, or a global audience in times of crisis."

FEMA’s powers were consolidated by President Carter to incorporate: The National Security Act of 1947, which allows for the strategic relocation of industries, services, government and other essential economic activities, and to rationalize the requirements for manpower, resources and production facilities; the 1950 Defense Production Act, which gives the President sweeping powers over all aspects of the economy; the Act of August 29, 1916, which authorizes the Secretary of the Army, in time of war, to take possession of any transportation system for transporting troops, material, or any other purpose related to the emergency; and the International Emergency Economic Powers Act, which enables the President to seize the property of a foreign country or national.

These powers were transferred to FEMA in a sweeping consolidation in 1979. Hurricane Andrew focused attention on FEMA. FEMA’s deceptive role really did not come to light with much of the public until Hurricane Andrew smashed into the U.S. mainland. What came out of the critical look was that FEMA was spending 12 times more for "black operations" than for disaster relief. It spent $1.3 billion building secret bunkers throughout the United States in anticipation of government disruption by foreign or domestic upheaval. Yet fewer than 20 members of Congress, only members with top security clearance, know of the $1.3 billion expenditure by FEMA for non-natural disaster situations. These few Congressional leaders state that FEMA has a "black curtain" around its operations.

FEMA has developed 300 sophisticated mobile units that are capable of sustaining themselves for a month. The vehicles are located in five areas of the United States. They have tremendous communication systems and each contains a generator that would provide power to 120 homes each, but have never been used for disaster relief.

FEMA’s enormous powers can be triggered easily. In any form of domestic or foreign problem, perceived and not always actual, emergency powers can be enacted. The President of the United States now has broader powers to declare Martial Law, which activities FEMA’s extraordinary powers.

Martial law can be declared during time of increased tension overseas, economic problems within the United States, such as a depression, civil unrest, such as demonstrations or scenes like the Los Angeles riots, and in a drug crisis. These Presidential powers have increased with successive Crime Bills, particularly the 1991 and 1993 Crime Bills, which increase the power to suspend the rights guaranteed under the Constitution and to seize property of those suspected of being drug dealers, to individuals who participate in a public protest or demonstration.

Under emergency plans already in existence, the power exists to suspend the Constitution and turn over the reigns of government to FEMA and appointing military commanders to run state and local governments. FEMA then would have the right to order the detention of anyone whom there is reasonable ground to believe will engage in, or probably conspire with others to engage in acts of espionage or sabotage. The plan also authorized the establishment of concentration camps for detaining the accused, but no trial.

Three times since 1984, FEMA stood on the threshold of taking control of the nation. Once under President Reagan in 1984, and twice under President Bush in 1990 and 1992. But under those three scenarios, there was not a sufficient crisis to warrant risking Martial Law. Most experts on the subject of FEMA and Martial Law insisted that a crisis has to appear dangerous enough for the people of the United States before they would tolerate or accept complete government takeover.

The typical crisis needed would be threat of imminent nuclear war, rioting in several U.S. cites simultaneously, a series of national disasters that affect widespread danger to the populous, massive terrorist attacks, a depression in which tens of millions are unemployed and without financial resources, or a major environmental disaster.

Three times FEMA has stood by ready for emergency In April 1984, President Reagan signed Presidential Directive Number 54 that allowed FEMA to engage in a secret national "readiness exercise" under the code name of REX 84. The exercise was to test FEMA’s readiness to assume military authority in the event of a "State of Domestic National Emergency" concurrent with the launching of a direct United States military operation in Central America.

The plan called for the deputation of U.S. military and National Guard units so that they could take into custody an estimated 400,000 undocumented Central American immigrants in the United States who would be interned at 10 detention centers set up at military bases throughout the country.

The plan called for the suspension of the Constitution, turning control of the government over to FEMA, appointment of military commanders to run state and local governments and the declaration of Martial Law.

The plan also advocated the rounding up and transfer to "assembly centers or relocation camps" of a least 21 million American Blacks in the event of massive rioting or disorder, not unlike the rounding up of the Jews in Nazi Germany in the 1930s.

The second known time that FEMA stood by was in 1990 when Desert Storm was enacted. Prior to President Bush’s invasion of Iraq, FEMA began to draft new legislation to set up operations within any state or locality without the prior permission of local or state authorities. Much of the mechanism being set into place was in anticipation of the economic collapse of the Western World.

The third scenario for FEMA came with the Los Angeles riots after the Rodney King brutality verdict. Had the rioting spread to other cities, FEMA would have been empowered to step in. As it was, major rioting only occurred in the Los Angeles area.

The crux of the problem is that FEMA has the power to turn the United States into a police state in time of a real crisis or a manufactured crisis. Intelligence reports indicate that FEMA has a folder with 22 Executive Orders for the President to sign in case of an emergency. The crisis, as the government now sees it, is civil unrest.

For generations, the government was concerned with nuclear war, but the violent and disruptive demonstrations that surrounded the Vietnam War era prompted President Nixon to change the direction of emergency powers from war time to times of domestic unrest.

Diana Reynolds, program director of the Edward R. Murrow Center, summed up the danger of FEMA today and the public reaction to Martial Law in a drug crisis:

"It was James Madison’s worst nightmare that a righteous faction would someday be strong enough to sweep away the Constitutional restraints designed by the framers to prevent the tyranny of centralized power, excessive privilege, an arbitrary governmental authority over the individual. These restraints, the balancing and checking of powers among branches and layers of government, and the civil guarantees, would be the first casualties in a drug-induced national security state with Reagan’s Civil Emergency Preparedness unleashed. Nevertheless, there would be those who would welcome NSC (National Security Council) into the drug fray, believing that increasing state police powers to emergency levels is the only way left to fight American’s enemy within. In the short run, a national security state would probably be a relief to those whose personal security and quality of life has been diminished by drugs or drug related crime. And, as the general public watches the progression of institutional chaos and social decay, they too may be willing to pay the ultimate price, one drug free America for 200 years of democracy (sic)."

The first targets in any FEMA emergency would be Hispanics and Blacks; the FEMA orders call for them to be rounded up and detained. Tax protesters, demonstrators against government military intervention outside U.S. borders, and people who maintain weapons in their homes are also targets.

Operation Trojan Horse is a program designed to learn the identity of potential opponents to Martial Law. The program lures potential protesters into public forums, conducted by a "hero" of the people who advocates survival training. The list of names gathered at such meetings and rallies are computerized and then targeted in case of an emergency.

The most shining example of America to the world has been its peaceful transition of government from one administration to another. Despite crises of great magnitude, the United States has maintained its freedom and liberty. This nation now stands on the threshold of rule by non-elected people asserting non-Constitutional powers. Even Congress cannot review a Martial Law action until six months after it has been declared.

For the first time in American history, the reigns of government would not be transferred from one elected element to another, but the Constitution, itself, can be suspended.

The scenarios established to trigger FEMA into action are generally found in the society today, economic collapse, civil unrest, drug problems, terrorist attacks, and protests against American intervention in a foreign country.

All these premises exist; it could only be a matter of time in which one of these triggers the entire emergency necessary to bring FEMA into action, and then it may be too late, because under the FEMA plan, there is no contingency by which Constitutional power is restored.

Clinton's Executive Order 12919 (The Idaho Observer, May, 1997) gives the president the power to declare an emergency which instantly gives FEMA the authority to take control of the things listed in this article. Here are a few EXECUTIVE ORDERS associated with FEMA that would suspend the Constitution and the Bill of Rights. These Executive Orders have been on record for nearly 30 years and could be enacted by the stroke of a presidential pen:

#10990 allows the government to take over all modes of transportation and control of highways and seaports.

#10995 allows the government to seize and control the communication media.

#10997 allows the government to take over all electrical power, gas, petroleum, fuels and minerals, public and private.

#10998 allows the government to take over all food supplies and resources, public and private, including farms and equipment.

#11000 allows the government to mobilize American civilians into work brigades under government supervision; allows the government to split up families if they believe it necessary.

#11001 allows the government to take over all health, education and welfare functions and facilities, both public and private.

#11002 designates the Postmaster General to operate a national registration of all persons: men, women and children, for government service.

# 11003 allows the government to take over all airports and aircraft, including commercial aircraft.

#11004 allows the Housing and Finance Authority to relocate communities, build new housing with public funds, designate areas to be abandoned as "unsafe", and establish new locations for populations.

#11005 allows the government to take over railroads, inland waterways and storage facilities, public and private.

#11051 specifies the responsibility of the Office of Emergency Planning and gives authorization to put all EOs into effect in times of increased international tensions and economic or financial crisis.

#11310 grants authority to the Department of Justice to enforce the plans set out in EOs, to institute industrial support, to establish judicial and legislative liaison, to control all aliens, to operate penal and correctional institutions, and to advise and assist the President.

#11049 assigns emergency preparedness function to federal departments and agencies, consolidating 21 operative EOs issued over a fifteen year period.

# 11921 allows the Federal Emergency Preparedness Agency to develop plans to establish control over the mechanisms of production and distribution, of energy sources, wages, salaries, credit and the flow of money in U.S. financial institution in any undefined national emergency. It also provides that WHEN A STATE OF EMERGENCY IS DECLARED BY THE PRESIDENT, CONGRESS CANNOT REVIEW THE ACTION FOR SIX MONTHS.

The Pentagon has already declared World War III and President Barack Obama and the Congress never even carried out their constitutional duties to approve the use of American military power for war.

One might reasonably conclude that the United States has outsourced war. Presently, World War III is being conducted on two continents – Asia and Africa – with two others – Europe and South America – looming on the horizon. Today, wars are crafted by the upper one percent of wealthy elitists who, using non-governmental organizations, television networks, non — profit “think tanks,” and public relations firms, can declare war on nations without a whimper from elected public officials.

Symmetric warfare is no longer an option for the global elites. World Wars I and II severely affected the investments of many of the global elite families as a result of the destruction of cities, factories, railways, seaports, and other infrastructures. The Korean, Vietnam, the Arab-Israeli, and Iraq wars were messy affairs that also adversely affected markets and destroyed valuable infrastructures. The Cold War never developed into a hot nuclear war because of the doctrine of Mutually Assured Destruction (MAD), which ensured that a nuclear first strike by either the West or the East would result in total annihilation of both sides, along with the rest of the world. Even a western military attack on China would have had disastrous results for the attackers, especially since China could retaliate with a nuclear counter-attack and wipe out the U.S. Seventh Fleet and its East Asian naval bases, including Okinawa and Guam. A new type of warfare was required by the elites: asymmetric warfare – the use of unconventional warfare tactics, including information warfare, by proxies, non-state actors, agents provocateur, and fifth columns.

Largely financed by hedge fund mega-tycoon George Soros and his Central Intelligence Agency interlocutors, our present asymmetric World War III was field tested just like any new product. The “themed” revolutions were market-tested first in Serbia, and then in Ukraine, Georgia, and Kyrgyzstan, to oust problematic governments that did not want to get on board with the dictates of the unelected and unaccountable real controllers of the financial and political destiny of the world.

Pro-western and pro-European Union governments, comprised of a number of individuals who were funded by Soros and other non-state operations established by the global elites, for example, the Council on Foreign Relations, the Bilderberg Group, the Trilateral Commission, Freedom House, U.S. Institute of Peace, and others funded and supported by the Houses of Rothschild, Rockefeller, Mellon, and others saw to it that new governments took root in Belgrade, Kiev, Tbilisi, and Bishkek. These new governments were not elected but took power as a result of themed street rebellions, a new manifestation of unconventional warfare.

No longer did armies, navies, and air forces have to face each other across battlefields and battle zones and theaters of warfare. One merely had to embed fifth columnists and provocateurs inside a targeted nation's capital city, media, political party apparatus, and "civil society" infrastructure to bring about the defeat of the government outside the normal political process and replace it with a new government beholden to the desires of the central banks and global oligarchs.

The beginnings of the asymmetric world war began in Belgrade, Serbia when Otpor – a Serbian resistance movement dedicated to overthrowing the Slobodon Milosevic regime – launched the first “themed revolution.” Otpor’s symbol was a clenched fist, an emblem that would reappear in the future in other capital cities from Kiev to Cairo. Otpor received massive funding from a network of western contrivances, including George Soros’s Open Society Institute, the neo-conservative-infiltrated U.S. National Endowment for Democracy, and various European Union-funded NGOs that were intimately linked to Soros’s “democracy engineering” operations.

The playbook used for Otpor in Serbia and by similar organizations in toppling the governments of Georgia in the Rose Revolution, Ukraine in the Orange Revolution, and Kyrgyzstan in the Tulip Revolution, was developed by University of Massachusetts professor Gene Sharp, the founder of the Boston-based NGO, the Albert Einstein Institute, which helped train Otpor activists in civil disobedience and popular resistance campaigns designed to overthrow governments, those democratically-elected and those not. Albert Einstein Institute-trained provocateurs launched popular resistance campaigns around the world aimed at replacing governments unwilling to acquiesce to the dictates of Western elites. Internal opposition forces, all acolytes of Sharp, for instance Kmara, which helped install the pro-Western and pro-Israeli Mikheil Saakashvili in Georgia; Pora in Ukraine that propelled pro-NATO Viktor Yushchenko into the presidency; and KelKel in Kyrgyzstan that replaced Askar Akayev with the corrupt Kurmanbek Bakiyev.

The domino effect of the themed revolutions saw Serbs helping to overthrow the Georgian government, then Serbs and Georgians flocking to Kiev to oust the Ukrainian government, and Georgians and Ukrainians being directly involved in the insurrection in Bishkek. The neo-conservatives and Sharp had borrowed a page from the Communists and the international proletarian movement that saw Communist cadres fight against capitalists and fascists in foreign civil wars, for example, the Spanish Civil War and conflicts in Africa and Southeast Asia.

Sharp was an alumnus of Harvard University’s CIA-linked Center for International Affairs, also abbreviated “CIA,” which is not coincidental. Harvard and the CIA of Langley, Virginia have long maintained a close relationship. In fact, Sharp was never interested in ensuring the will of the people to map out their own future but was putting into practice the theory of asymmetric warfare – the vanquishing of enemies through the use of proxy internal forces without the requirement for invading foreign armies and the massive death and destruction associated with such action.

Many of Sharp’s tactics have been seen in practice in many asymmetric warfare targets. These include the creation of a perception of a successful movement, even if there is not one. The use of western-controlled news networks like Fox News that showed a video clip of anti-austerity Greek rioters in Athens falsely depicted as anti-government protesters in Moscow and Al Jazeera’s use of a video erroneously showing a U.S.- and Saudi-backed bloody crackdown of pro-democracy protesters by Bahrain’s security forces as the bloody repression of protesters by Syria’s government are examples of Sharp’s propaganda and disinformation tactics.

Cultivating foreign support is another key element of Sharp’s asymmetric warfare tactics. The virtual control exercised by Soros over Human Rights Watch after the multi-billionaire hedge fund kingpin donated $100 million to the group is a case in point. The human rights NGO was at the forefront of hyping “atrocities” committed by the Qaddafi regime in Libya but remained largely silent on Libyan rebel atrocities committed against Libyan and African blacks, as well as Qaddafi loyalists. In so doing, Human Rights Watch had a powerful accomplice in the International Criminal Court, which tended to look the other way when CIA- and Saudi- and Qatari’ supported Libyan rebels were committing the massacres.

Another Sharp tactic is to seek change outside the electoral system. This tactic was evident in the 2004 Orange Revolution in Ukraine, where election results were rejected, and in the recent Russian parliamentary election, where Soros- and U.S. neocon-financed election monitoring groups like Golos rejected the outcome of the election and used shills like former Soviet President Mikhail Gorbachev to call for the nullification of the election. Interference following the Sharp and Soros methodology can also be seen in the presidential candidacies of Russian oligarch and New Jersey Nets basketball owner Mikhail Prokhorov and the backing by western propaganda outlets like the Christian Science Monitor (now derided as the “Christian Zionist Monitor” after its takeover by interests who favor a neo-imperialist U.S. foreign policy) of Moscow street protest veteran Alexei Navalny.

Sharp and Soros are on the same page in calling for the internal opposition forces’ use of the Internet, fax, and social networks like Facebook and Twitter to advance their agendas.

In the next phases of World War III, the asymmetric warriors of the Pentagon and their adjunct non-state actors will continue to turn up the heat in the Arab World, with the revolutions in Libya, Syria, Tunisia, Yemen, and Egypt, after a somewhat shaky start that saw the advancement of Islamist groups, being brought under more western and NATO control. Russia’s presidential election and a turndown in the Chinese economy, with growing village-based dissent among China’s growing middle class, will present further opportunities for the promoters of World War III. The sudden death of North Korea’s leader Kim Jong Il has also resulted in a call for an expansion of social networking operations, most notably by the CIA- and Soros-infested Washington Post, inside Asia’s hermit kingdom.

Myanmar, China’s restive provinces of Tibet and East Turkestan, Lebanon, Iran, Algeria, Sudan, Zimbabwe, Venezuela, Nepal, Belarus, Ecuador, Bolivia, Pakistan, Laos, and the two Congos also present opportunities for the World War III architects. Those who seek to extend American and global elitist control over the entire planet will not rest until every acre of land comes under the firm control of the oligarchs of Wall Street, the spymasters of the CIA, and the globalist business cartels and families.

The F-22 oxygen problem has already resulted in the death of Air Force Captain Jeff Haney when his F-22, manufactured by Lockheed-Martin and the most expensive jet fighter ever built at $395 million per plane, crashed during a training mission in Alaska in November 2010. Lockheed and the Air Force blamed the crash of Haney's plane on pilot error. However, other F-22 pilots have experienced similar problems with disorientation, hypoxia, and dizziness as a result of the oxygen system.

Lockheed Martin is loathe to discuss the problem with the F-22. Their contract with the Air Force to supply 200 F-22s is valued at a whopping $79 billion.

Pentagon and industry insiders have revealed to WMR that the "unknown" problem with the F-22 is the result of a fuel additive that has long been used by the U.S. and other military forces around the world to extend the life of aircraft components over the life cycle of not only the F-22, but other military aircraft and even armored vehicles, such as the Bradley Fighting Vehicle.

The fuel additive in question is triorthocresyl phosphate or TCP. Lower concentrations of the synthetic organo-phosphate are found in the commercial fuel additive STP but the military, in an effort to increase and extend the performance of aircraft and vehicle components, uses higher, and more toxic, concentrations of the additive. When the TCP neuro-toxin is released into an aircraft's oxygen system, pilot incapacitation, partial or full paralysis, hypoxia, and disorientation can occur.

Experts suspect the Pentagon has been covering up the TCP problem for decades. In 1977, an Air National Guard navigator became incapacitated on board a C-130 Hercules. The cause was determined to be air contamination from jet engine synthetic lubricating oil.

TCP is also used in commercial aircraft and commercial pilots have blamed the additive. An article in the February 25, 2006, London Observer cites complaints from the British Airline Pilots' Association (Balpa) that TCP has caused British pilots, including a pilot flying a FlyBe airliner from Belfast to Gatwick, suffered double vision, headaches, nausea, loss of concentration, and disorientation during the flight, symptoms also cited by pilots of the F-22 and other military aircraft.

TCP can also result in neurological psychotic behavior by pilots and may have been a factor in the March mental breakdown of JetBlue pilot Clayton Osbon, who, while flying at 35,000 feet, stormed out of the cockpit of his New York to Las Vegas aircraft and screamed to startled passengers that there was a bomb on the plane and they were going to crash. Osbon has been criminally charged in the incident. In 1996, a Maersk airlines co-pilot forced his Britain-to-Italy bound aircraft to make an emergency landing after he broke into a sweat and began complaining that he was afraid of heights.

The military and commercial airline industry has a history of covering up the true nature of such incidents to protect the secret about TCP.

Veterans of the Gulf War and the 2003 war against Saddam Hussein have long complained about post-traumatic stress disorder (PTSD) and other health issues from combat duty in Iraq and the Gulf region. "Gulf War syndrome" has been chalked off to everything from the alleged release of nerve agents by Hussein and vaccines administered to troops to the use of insecticides and psychosomatic emotional issues. Military insiders have revealed that classified studies point out that 70 percent of PTSD issues have been linked to the use of the TCP neuro-toxin in fuel used in military vehicles, including tanks, armored personnel carriers, and Humvees.

WMR has been told that mechanics who serviced military vehicles that returned from Desert Storm and Operation Iraqi Freedom became mentally ill from the effects of TCP. In addition, a series of brutal murders, especially many in Fort Bragg, North Carolina involving combat veterans of Operations Iraqi Freedom and Enduring Freedom in Afghanistan, including Special Forces personnel who murdered their wives before committing suicide, may be linked to previous exposure to TCP. TCP exposure has been linked to extreme psychosis among returning combat veterans, including U.S. Marine Corps and Army Special Forces personnel.

WMR has been told by insiders that the United States Army Medical Research Institute for Infectious Diseases (USAMRIID) at Fort Detrick has conducted ethically-questionable TCP studies on human patients, some of which have resulted in deaths, and is treating the results of those studies as highly-classified information. Detrick personnel have been warned of the dire consequences of leaking such information to the media. With the Obama administration bringing Espionage Act charges against six government whistle blowers, those government personnel who might have had thoughts about warning the general public about the dangers of TCP for military and commercial aircraft are thinking otherwise.

The military and Department of Veterans Affairs has been willing to relax the qualifications for PTSD disability payments in order to keep the TCP causes out of the public eye.

TCP is so toxic that when it was used in the late 1920s to adulterate "Ginger jake" moonshine during Prohibition, 30,000 people died from ingesting the substance.

One of the companies that has ensured that TCP remains a top secret is The Caryle Group. After buying United Defense, which relies on TCP for its military vehicles, Carlyle did not want to suffer litigation from the exposure of TCP as the cause for a number of military deaths and illnesses.

And it is not just the military and those who fly commercial planes who are at risk. TCP is also used in the hydraulic fluids used in elevator systems and there have been reports of similar TCP-caused illnesses among elevator repair personnel.

The 1999 crash of the Sunjet Learjet 35 that carried golfer Payne Stewart and three others on a flight from Orlando to Dallas may have also been caused by TCP vapors leaking into the cockpit and passenger cabin of the aircraft. It is believed by many experts that the pilot, co-pilot, and passengers suffered from hypoxia and passed out. After the crew and passengers became incapacitated, the jet continued on a northwesterly course until it ran out of fuel and crashed, killing all those aboard.

Virginia Air National Guard pilots Gordon and Wilson have hit the "third rail" of military and commercial secrets. If pilots and airline passengers, as well as those who operate military vehicles, understood the dangers involved with the fuel additive military forces and commercial airlines around the world continue to use because of the lack of a suitable replacement, the global war machine and the commercial aviation industry would grind to a halt.

On July 26, 2012, WMR reported on a George Soros-funded group called the Lifeboat Foundation, which states its mission is which states its mission is "to encouraging scientific advancements while helping humanity survive existential risks and possible misuse of increasingly powerful technologies, including genetic engineering, nanotechnology, and robotics/AI, as we move towards the Singularity." However, one of the Lifeboat Foundation's Advisory Board members is chief scientist for NASA Langley Dennis Bushnell. It appears that while Lifeboat ostensibly wants to help humanity to survive new technologies, Bushnell was pushing the very same technologies for future warfare around the year 2025.

WMR obtained a copy of a PowerPoint presentation prepared by Bushnell in July 2001 that is full of troubling advanced warfare techniques and tactics. The presentation was based on "futures" work between NASA and the CIA, Defense Intelligence Agency (DIA), the U.S. Special Operations Command, the Navy SEALS, FBI, and the Defense Advance Research Projects Agency (DARPA).

Prepared two months before the 9/11 attack, one of the slides is titled "'Going In' Assumptions." The one bullet on the slide states: "Politics can/does change "overnight" (e.g., Russia, Iran, Iraq, Pakistan, etc.), Potential CAPABILITIES is the future warfare issue, not Who but WHAT."

Although some of the technology discussed appears rather benign, for example "holodecks" or "immersive multi-sensory virtual reality, the discussion of mapping and manipulating the human brain is far less so. "Neuroinformatics" and "determining detailed neuroanatomy of [the] human brain (digital brain atlas)" sounds close to manipulation of the brain for mind control, a restoration of the CIA's old MK-ULTRA mind control program.

The PowerPoint presentation is chock full of frightening technologies that jump out of the pages of a science fiction novel. In fact, Hans Moravec's robotic "mind children," discussed in the NASA presentation, were often cited by science fiction author Arthur C. Clarke.

The NASA scientist also warns about "Uncontrolled/Uncontrollable Self-Replication of 'Brilliant Robots (IT), Nano-Replicators (Nano), and Rampant Recombinant (Bio).'" Information technology (IT), Nano, and Bio are seen by the government scientists as areas for weapon design in the future.

What is particularly alarming is the combination of IT, Nano, and Bio into new life forms. Two examples are given: the creation of a cyborg (brain of a sea lampry [sic] was connected to the body of a robotic fish) and the creation of "Chew Chew," a flesh/plant-eating robot that hunts/bio-digests "natural foods" to "live off the land." If this is where technology stood in July 2001, what does the government have in its secret laboratories eleven years later? The mind reels over the possibilities.

Nano-technology surveillance sensors are also discussed. These include "smart dust," a cubic millimeter or less, that floats on air currents; nanotags that are "placed on everything/everywhere; and "co-opted insects."

Some "smart dust" could be "deeply buried" inside targets and positioned and then explode as a weapon, according to the presentation. Other micron-sized "mechanized dust" can be "distributed as an aerosol and inhaled into the lungs." The dust then bores into lung tissue and "executes various "pathological missions.'" This presentation was prepared only three months before the aerosolized anthrax attacks via the U.S. Postal System shut down Congress, frightened the news media, and convinced Congress to quickly pass the USA-PATRIOT Act.

The PowerPoint includes new biological warfare weaponry, including the use of Aflatoxin -- a "natural," parts ber billion, carcinogen;" -- airborne varieties of Ebola, Lassa, etc.; binary agents distributed via imported products (vitamins, clothing, food); genomicaly (individual/society) targeted pathogens; and "long term/fingerprintless campaign (as opposed to shock and awe BW" (biological warfare).

The NASA briefing highlights Operation Whitecoat as a precedent for testing bio-war agents. Between 1954 and 1973, the U.S. Army Medical Research Institute of Infectious Diseases (USAMRIID) at Fort Detrick, Maryland tested a number of Seventh Day Adventists conscientious objectors were injected with Q fever, yellow fever, Rift Valley fever, hepatitis A, Yersinia pestis (plague), tularemia (rabbit fever), and Venezuelan equine encephalitis, and other disease and then treated. The long-term health effects on these human "guinea pigs" remains inconclusive.

The NASA presentation also sees psychological warfare (PSYWAR) as a key element in future warfare. Alarmingly, the presentation indicates that Walter Reed Army Hospital, where some of our nation's most seriously war wounded have been tended to, was involved in microwave weapon research in "behavioral performance decrements" such as "seizures, gross alteration in brain function, 30% to 100% increase in blood flow, and lethality (interactions between low power (microwatts per sq. cm./.4 to 3 GHz) MW [microwave] and brain function." Assisting Walter Reed in the studies were Stanford Research Institute (SRI) and the U.S. Army.

The NASA briefing concludes that the use of microwave weaponry on humans is legal, along with the use "chemical anti-functional weaponry, chemical 'psychological effects' via sensory organs weaponry (smell), chemical personnel incapacitation weaponry, PSYWAR, acoustic weaponry, and mechanical micro dust."

From the NASA viewpoint, mini-, micro-, and nano-satellites are seen as important weapons in the U.S. arsenal, along with mini, micro, and nano cruise missiles, unmanned aerial vehicles, and "smart mines."

"Natural warfare" is also part of the military strategy with sensors utilizing "insitu plants, animals, insects as sensor platforms/instruments to indicate presence, movement, characteristics," "utilize animals (e.g., urban rats/insects) as "delivery systems"/munitions ("feeding," swarming, biting, poisoning), and "utilize insitu explosive/destructive capability (e.g. offshore methane hydrate, dams, etc.). Specifically, nano-technology is involved in surreptitiously detonating offshore seabed methane hydrate deposits to "produce tactical/strategic level tidal waves against littoral regions."

Another form of natural warfare discussed in the presentation is "'unconventional' nuc delivery." Specifically, the strategy is to "sink a ship offshore" and "detonate" it to "produce tidal waves with radioactive spume." Other unconventional nuclear weapons delivery operations, according to the presentation, can cause earthquakes, electro-magnetic pulse, and radiation, in addition to tidal waves.

Computer Trojan horses and viruses were also discussed in the NASA presentation. The purposes of these programs were "subvert, deception, and decimation." Ten years later, the Stuxnet and Flame programs wreaked havoc on the Iranian nuclear industry. The NASA presentation gives a preview of the methodology used for such malicious code used as a war weapon, it was called "Chaos," i.e., "excite circuit nonlinearitys [sic]."

The NASA brief summarizes by calling for U.S. countermeasures, which include the U.S. Special Operations Forces becoming the "only survivable human strike force" and extend the "Overseas FBI" to conduct foreign investigations only.

The connection of the Lifeboat Foundation and Soros to such frightening research and development should alienate every progressive-minded activist from the Hungarian billionaire. However, Soros's money is more attractive to many than personal ethics.
