Homeland Security Advisory Council Members

William H. Webster (Chair) served as Director of the Central Intelligence Agency (CIA) from 1987 to 1991. Following his departure from the CIA, Judge Webster joined the law firm of Milbank, Tweed, Hadley & McCloy, LLP in Washington, DC, where he is now a retired partner. Prior to his service as CIA Director, Judge Webster served as Director of the Federal Bureau of Investigation from 1978 to 1987, a Judge on the United States Court of Appeals for the Eighth Circuit from 1973 to 1978, and a United States District Court Judge for the Eastern District of Missouri from 1970 to 1973. In 1991, Judge Webster was presented the Distinguished Intelligence Medal. Judge Webster was also awarded the Presidential Medal of Freedom and the National Security Medal.

William J. Bratton (Vice-Chair) is the New York City Police Commissioner. Commissioner Bratton began his policing career in 1970, and is the only person to serve as chief executive of the Los Angeles Police Department and the New York Police Department. As the former Chief of the New York City Transit Police and Boston Police Commissioner Bratton revitalized morale and cut crime, achieving the largest crime declines in New York City’s history.  Afterward, Commissioner Bratton was named Chairman of Kroll, a corporate investigations and risk consulting firm.  In his role with Kroll, Bratton worked with the business' senior leadership to achieve Kroll's strategic growth objectives as well as assist with client outreach and service initiatives.  New York City Mayor Bill DeBlasio reinstated him as NYPD Commissioner in January of 2014. Chief Bratton's professional honors include the Schroeder Brothers Medal; the Boston Police Department's highest award for valor.

Art Acevedo is Chief of Police of the Austin, Texas, Police Department. Chief Acevedo leads a department of over two thousand law enforcement and support personnel who carry out police operations within the City of Austin, as well as the Austin-Bergstrom International Airport, city parks, lakes, and municipal courts.  Under Chief Acevedo’s leadership, the Police Department has been re-engineered into a data-driven and intelligence-led policing organization. Chief Acevedo started his career with the California Highway Patrol and was eventually promoted to  Patrol Chief in 2005.  Chief Acevedo holds various leadership positions with the Major Cities Chiefs Association and the International Association of Chiefs of Police.

Steve Adegbite is the Chief Information Security Officer at E*Trade Financial Corporation.  Prior to joining E*Trade, he was the Senior Vice President in charge of the Enterprise Information Security Program Oversight and Strategy Organization at Wells Fargo & Co.  Mr. Adegbite has also served as the Director of Cyber Security Strategies at Lockheed Martin Information Services and Global Services (IS&GS).  Prior to joining Lockheed Martin, Mr. Adegbite was the Chief Security Strategist for Adobe Systems Inc. within the Adobe Secure Software Engineering.  Mr. Adegbite has also held positions at the National Security Agency, the National Geospatial-Intelligence Agency and the Defense Intelligence Agency, both as a government employee and as an associate consultant for Booz Allen Hamilton, a strategy and technology consulting firm.

John R. Allen is a retired four-star U.S. Marine General who served as the Commander of the NATO International Security Assistance Force and the Commander of U.S. Forces Afghanistan from 2011 to 2013, the pivotal point in the war.  General Allen recently served as Special Presidential Envoy for the Global Coalition to Counter ISIL.  He is the first Marine in history to command a theater of war, and is the longest serving commander in that conflict.  Concluding a distinguished 38 year career in the spring of 2013, General Allen served as Senior Advisor to both the Secretaries of Defense and State on Middle East Security, and has associations with the Brookings Institution, the Johns Hopkins School of Advanced International Studies, the Atlantic Council, and Council on Foreign Relations.  He holds numerous U.S. personal and international decorations, among them the: Defense Distinguished Service Medal, the Defense Superior Service Medal, the Legion of Merit, The Leftwich Leadership Trophy, the Global War on Terrorism Service Medal, the Humanitarian Service Medal, the NATO Meritorious Service Medal, the Afghan Ghazi Mir Bacha Khan Medal, the French Legion d’Honneur, the Commander’s Cross of the Order of Merit of the Polish Republic, the Taiwan Order of the Resplendent Banner with Special Cravat, and the Mongolian Meritorious Service Medal, First Class.

Admiral Thad W. Allen (US Coast Guard retired) is an Executive Vice President at Booz|Allen|Hamilton.  He is a national thought leader and strategist in homeland security, maritime security, disaster response and recovery, and energy.   He is known for his expertise in public-private sector collaborative efforts to improve national resiliency and create whole of community solutions to complex man-made and natural disasters. Allen completed his distinguished thirty-nine year career in the U.S. Coast Guard as its 23rd Commandant in May, 2010, when President Barack Obama selected him to serve as the National Incident Commander for the unified response to the Deepwater Horizon oil spill in the Gulf of Mexico. Prior to his assignment as Commandant, Allen served as Coast Guard Chief of Staff. During his tenure in that position, he was designated Principal Federal Official for the US government’s response and recovery operations in the aftermath of Hurricanes Katrina and Rita.  For his service in those responses, Admiral Allen was the first recipient of the Homeland Security Distinguished Service Medal.  Allen also currently serves as a director on the Coast Guard Foundation and Partnership for Public Service, a Fellow in the National Academy of Public Administration, and a Member on the Council on Foreign Relations.

Norman Augustine is the former Chairman and CEO of the Lockheed Martin Corporation.  Mr. Augustine currently serves as Chairman of NASA’s Review of U.S. Human Space Flight Plans Committee.  Mr. Augustine served as Assistant Director of Defense Research and Engineering in the office of the Secretary of Defense and both Assistant Secretary and Under Secretary of the Army, consecutively.  In 1997, Mr. Augustine joined the faculty of the Princeton University School of Engineering and Applied Science and served as a lecturer with the rank of professor until 1999. Mr. Augustine served on the President’s Council of Advisors on Science and Technology under both President Bill Clinton and President George W. Bush.  He further led the 1990 Advisory Committee on the Future of the U.S. Space Program and the 2005 National Academies commission that produced the landmark report, Rising Above the Gathering Storm: Energizing and Employing America for a Brighter Economic Future.  Mr. Augustine was a member of the Hart-Rudman Commission and was awarded the National Medal of Technology by President Clinton as well as being honored five times with the Defense Civilian Distinguished Service Medal.

Ron Barber is a former U.S. Representative from the Arizona, 2nd District who served in the 112th and 113th Congresses. Mr. Barber served as district director for U.S. Representative Gabrielle Giffords from 2007 to 2012 before Giffords resigned her seat due to the severe injuries she sustained in an assassination attempt; Barber was also shot alongside Giffords. After the shooting, he and his family established the Fund for Civility, Respect and Understanding. He won a special election to finish Gifford's term and was sworn into office on June 19, 2012. Mr. Barber served as Regional Administrator and State Director of the Arizona Development Disabilities Department, from 1974 to 2006. Currently, he serves as a consultant for government relations, policy analysis, legislative advocacy and customer relations for public and private entities.

Kenneth Canterbury is the National President of the Fraternal Order of Police, the largest police labor organization in the country.  Mr. Canterbury joined the Fraternal Order of Police in 1984 and has served as President since 2003.  Prior to his service as President, Mr. Canterbury spent 25 years with the Horry County Police Department of Conway, South Carolina. Mr. Canterbury worked in the Patrol Division, Criminal Investigations Division, and served as the Training Division Supervisor.  Most recently, Mr. Canterbury served as Chief of the Operations Bureau. Mr. Canterbury has testified before Congress on a number of law enforcement issues and was appointed by President Bush to serve a member of the National Medal of Valor Board.

Richard Danzig is a Senior Advisor to the Johns Hopkins Applied Physics Laboratory, a consultant to the Intelligence Advanced Research Projects Activity (IARPA), Chair of the Advisory Panel for Idaho National Laboratories’ Innovation Center, and a member of the Toyota Research Institute Advisory Board. He is also a member of the Defense Policy Board, The President’s Intelligence Advisory Board, and the Homeland Security Secretary’s Advisory Council, a Trustee of Reed College and of the RAND Corporation, a Director of the Center for a New American Security and a Director of Saffron Hill Ventures (a European investment firm). Dr. Danzig was a Professor of contract law at Stanford and Harvard Universities between 1972 and 1977. He was the Under Secretary of the Navy between 1993 and 1997 before serving as the 71st Secretary of the Navy from November 1998 to January 2001.

Elaine Duke provides acquisition and business consulting services to a wide variety of clients.  She specializes in assisting companies seeking to do business with the Federal Government.  Ms. Duke served for 28 years with the Federal Government.  In this position, she provided executive leadership to the DHS Chief Information Officer, with responsibility for the Department's enterprise architecture through strategic use of information technology and communications systems.  Ms. Duke also led the personnel policies and practices for DHS's 230,000 employees through the Chief Human Capital Office.

Marshall Fitz is the Senior Fellow at the Center for American Progress (CAP), where he helps guide the Center’s advocacy and strategy regarding the Department of Homeland Security’s immigration directives.  Mr. Fitz is also the Managing Director of Immigration at the Emerson Collective, where he leads the organization’s strategies to advance common-sense immigration policies and solutions at the federal, state, and local levels.  Prior to joining CAP, Mr. Fitz was Director of Advocacy at the American Immigration Lawyers Association where he led public education and advocacy efforts for the professional bar association.  He also served as a law clerk to Judge Bruce M. Selya of the U.S. Court of Appeals for the First Circuit. Mr. Fitz has a Bachelor’s Degree and a J.D. from the University of Virginia.

Paul Goldenberg is the President and CEO of Cardinal Point Strategies (CPS), LLC, a strategic advisory and business intelligence consulting firm.  Mr. Goldenberg also serves as the National Director of the Secure Community Network, the nation’s first faith-based information sharing analysis center recognized by DHS as a national model.  Mr. Goldenberg’s public career includes more than two decades as the first State Chief of the Office of Bias Crimes and Community Relations in New Jersey leading the nation’s first full time State Attorney General’s effort focusing on hate crimes and ethnic terrorism, Director of the nation’s 6th largest county social service and juvenile justice system, and as a law enforcement official leading investigation efforts for cases in domestic terrorism, political corruption, and organized crime.  From 2004-2009, Mr. Goldenberg played a key role in setting policy for the legislation and investigation of ethnic terrorism and hate crimes in his role as senior law enforcement advisor to the Organization for Security and Cooperation in Europe. In the course of his law enforcement career, Mr. Goldenberg received South Florida’s most distinguished citation for valor, Officer of the Year, an honor presented after serving as lead agent in one of South Florida’s longest term undercover assignments.

Lee Hamilton is the Director and Founder of The Center on Congress at Indiana University, a non-partisan educational institution seeking to improve the public’s understanding of Congress and to inspire young people and adults to take an active part in revitalizing representative government in America. Congressman Hamilton served as President and Director of the Woodrow Wilson International Center for Scholars from 1999 to 2010.  Congressman Hamilton represented Indiana's 9th Congressional District from 1965 until January 1999. Congressman Hamilton served on the U.S. Commission on National Security in the 21st Century; co-chaired the Baker-Hamilton Commission investigating security issues at Los Alamos; served as Vice-Chair of the 9/11 Commission; and co-chaired the Iraq Study Group.  Congressman Hamilton serves on the President’s Intelligence Advisory Board, the FBI Director’s Advisory Board, the DHS Security Task Force on Preventing the Entry of Weapons of Mass Effect on American Soil, and the CIA External Advisory Board.

Congresswoman Harman is the head of the Woodrow Wilson International Center for Scholars, a Washington, D.C. think tank devoted to the ideals of former U.S. President Woodrow Wilson. Congresswoman Harman served in Congress from 1993 to 1998 and 2001to 2011.  Following her resignation from Congress on February 28, 2011 she joined the Woodrow Wilson Center as its first female Director, President and CEO.  During her time in Congress she represented the Aerospace Center of California; she served on all the major security committees: six years on Armed Services, eight years on Intelligence and four on Homeland Security.  Congresswoman Harman has made numerous Congressional fact-finding missions to hotspots around the world including North Korea, Syria, Libya, Afghanistan, Pakistan, Yemen, and Guantanamo Bay to assess threats against the U.S. Harman received the Defense Department Medal for Distinguished Service in 1998, the CIA Seal Medal in 2007, and both the CIA Director’s Award and the National Intelligence Distinguished Public Service Medal in 2011.

Elizabeth “Liz” Holtzman is the former Representative for New York (Brooklyn) who sat in the 93rd to 96th Congresses.  While in office, she served on the House Judiciary Committee during the Watergate incident. Prior to entering office, she practiced law and managed parks and recreation as Assistant to New York City Mayor John Lindsay and cofounded the Brooklyn Women’s Political Caucus.  She was subsequently elected District Attorney of Kings County (Brooklyn), the only woman ever elected DA in New York City, where she served for eight years.  In May 2013, Secretary of Defense Chuck Hagel appointed Ms. Holtzman to the Response Systems to Adult Sexual Assault Crimes Panel.  She currently serves as the co-chair of Herrick’s Government Relations Practice.

Ambassador James “Jim” Jones is the Chairman and CEO of ManattJones Global Strategies. Jones provides business development advice and consulting for clients primarily in Mexico and Latin America.  Ambassador Jones served as U.S. Ambassador to Mexico from 1993 to 1997. He also served as President at Warnaco International and Chairman and CEO of the American Stock Exchange in New York from 1989 to 1993.  As a member of the U.S. House of Representatives from Oklahoma from 1973 to 1987, Ambassador Jones was Chairman of the House Budget Committee and ranking member of the House Ways and Means Committee.  Ambassador Jones was only 28 years old when President Lyndon Johnson selected him as Appointments Secretary, the White House position presently titled Chief of Staff.

Juliette Kayyem founder of Kayyem Solutions, LLC, a firm providing strategic advice to a range of companies in technology, risk management, mega-event planning, and venture capital investments to global clients.  Kayyem served as DHS Assistant Secretary for Intergovernmental Affairs until 2010, where she played pivotal roles in the H1N1 pandemic, the BP Oil Spill, and major policy issues such as immigration reform and grant funding. Prior to Kayyem solutions, she was appointed as Massachusetts' first Undersecretary for Homeland Security by Governor Deval L. Patrick. Kayyem is on the faculty at Harvard's Kennedy School of Government, where she teaches new leaders in crisis management. A Pulitzer Prize finalist for her commentary in the Boston Globe, she is a national security analyst for CNN, a contributor to NPR's WGBH in Boston, and also hosts the podcast "Security Mom."  She serves as Chair of the Safety and Security Committee of the Boston 2024 Summer Olympic Bid.

Gary Kelly serves as Chairman of the Board, President, and CEO of Southwest Airlines.  Gary assumed his current roles in 2008 following stints as Chief Financial Officer, Vice President of Finance, Executive Vice President, and Vice Chairman.  Mr. Kelly is a 29-year Southwest veteran who began his career at Southwest Airlines as Controller, moving up to CFO and VP of Finance, then EVP and CFO, before being promoted to CEO and Vice Chairman in 2004.  Mr. Kelly became Chairman and President in 2008. He was named as one of the best CEOs in American for 2008, 2009, and 2010 by Institutional InvestorMagazine.  Mr. Kelly is a Certified Public Accountant, serves on both the Board of Directors of the Lincoln National Corporation and President Obama’s Council on Jobs and Competitiveness.

General John Kelly served as the Commander, U.S. Southern Command from November 2012 to January 2016.  General Kelly was responsible for all Department of Defense security cooperation in the 45 nations and territories of Central and South American and the Caribbean Sea, an area of 16 million square miles.  General Kelly came to the United States Southern Command from his previous position as the Senior Military Assistant to the Secretary of Defense from March 2011 to October 2012.  General Kelly commanded Marine Forces Reserve and Marine Forces North from October 2009 to March 2011.  From 2002 to 2004, he served as the Assistant Division Commander in Iraq with the Second Marine Division.  He enlisted in the Marine Corps in 1970 and was discharged as a sergeant in 1972.  Following graduation in 1976 from the University of Massachusetts Boston with a B.A. in History & Government, he was commissioned as a second lieutenant in the Marine Corps.  In 1984, General Kelly graduated with an M.A. from Georgetown University in National Security Affairs. In 1995, he graduated with an M.S. in Strategic Studies from the National Defense University in Washington, DC.

Carie A. Lemack, currently the Cofounder and CEO of DreamUp, a provider of space-based education and media services, is a cofounder of Global Survivors Network, a global organization for victims of terror to speak out against terrorism and radicalization. Ms. Lemack has coordinated and inspired events in Jordan, Pakistan, and Indonesia, produced the award-winning documentary film Killing in the Name, spearheaded a website, www.globalsurvivors.org, and generated interest and coverage in media outlets worldwide. Ms. Lemack cofounded and led the non-profit, non-partisan organization Families of September 11th. She was previously an International Affairs Fellow at the Council on Foreign Relations and is currently a Senior Fellow at the Center for Cyber and Homeland Security at George Washington University.

Wilson Livingood, served as the Sergeant at Arms of the United States House of Representatives from January 1995 through January 2012. Mr. Livingood is an accomplished Senior Federal Law Enforcement Executive. His expertise is in all aspects of management, planning, leadership, operations, security, and emergency preparedness gained through 17 years as the U.S. Congress Sergeant-at-Arms and 33 years in the U.S. Secret Service. As the 36th Sergeant At Arms, of the U.S. House of Representatives and Mr. Livingood was the third longest serving Sergeant at Arms in U.S. history and was also appointed by both Republican and Democratic administrations. Many of his key positions at the U.S. Secret Service included: Presidential, Foreign Dignitary, and Candidate Protection; Criminal Investigation; Headquarters and Field Office Management; Senior Agent in Office of Inspection; and Senior Advisor to several Secret Service Directors. He currently serves as the President and Partner at Livingood Advisors, LLC

Jane Holl Lute is the Special Coordinator on improving the United Nations response to sexual exploitation and abuse. Ms. Lute also serves concurrently as the Special Adviser to the Secretary-General on the relocation of Camp Hurriya residents outside of Iraq. Prior to re-joining the UN, Ms. Lute served as the Chief Executive Officer of the Center for Internet Security (CIS), an independent not-for-profit with the mission to lead the global community to a secure cyber future.  CIS is home to the Multi-State Information Sharing and Analysis Center (MS-ISAC), an organization established to assist the public and private sectors in measurably strengthening their cybersecurity posture .From 2009 - 2013, Ms. Lute served as Deputy Secretary for the Department of Homeland Security (DHS).  As the Department’s chief operating officer, Ms. Lute was responsible for the day-to-day management of the Department’s efforts to prevent terrorism and enhance security, secure and manage the nation’s borders, administer and enforce U.S. immigration laws, strengthen national resilience in the face of disasters, and ensure the nation’s cybersecurity. From 2003-2007, she served as Assistant Secretary-General for Peacekeeping responsible for comprehensive on-the-ground support to all UN peace operations worldwide, and from 2007-2008 she established and led the Department of Field Support as acting Under Secretary-General.  Ms. Lute also served as Assistant Secretary-General for Peacebuilding, responsible for coordinating efforts on behalf of the Secretary-General to build sustainable peace in countries emerging from violent conflict. Previously, Ms. Lute was executive vice-president and chief operating officer of the United Nations Foundation and the Better World Fund and worked with David A. Hamburg, former president of the Carnegie Corporation of New York and Cyrus Vance, former U.S. Secretary of State, on the Carnegie Commission on Preventing Deadly Conflict, a global initiative that pioneered global efforts to prevent violent conflict. Ms. Lute served on the National Security Council staff under both President George H.W. Bush and President William Jefferson Clinton and had a distinguished career in the United States Army, including service in the Gulf during Operation Desert Storm.  She has a Ph.D. in political science from Stanford University and a J.D. from Georgetown University.

John Magaw is a domestic and international security consultant who most recently served as the Under Secretary for Security at the Department of Transportation in 2002. In that role, Mr. Magaw was responsible for the implementation of the Aviation and Transportation Security Act of 2001.  Mr. Magaw also previously served as the Acting Director of the Federal Emergency Management Agency (FEMA) and led the Office of National Preparedness with FEMA.  Magaw has also served as the Director of the Bureau of Alcohol, Tobacco, and Firearms from 1993 to 1999 and as the Director of the Secret Service from 1992 to 1993

Christian Marrone recently has been anointed as CoS to the CEO and has served as the Vice President for External Communications at CSRA, Inc. In this position he currently leads several VPs including Security, Marketing/Comms and Change Management. Mr. Marrone is charged with executing the company’s strategy for strengthening relationships across the U.S. government and spearheading the company’s efforts to provide thought leading solutions to address the critical policy issues challenging government. Prior to joining CSRA, Mr. Marrone served as the Chief of Staff of the Department of Homeland Security (DHS) for Secretary Jeh Johnson for the past two years.  Before joining DHS, Mr. Marrone held a number of senior positions at the Department of Defense (DOD), including Special Assistant to then-Secretary Robert Gates, and Acting Assistant Secretary of Defense for Legislative Affairs.  After leaving DOD, Mr. Marrone served as an executive for 3M, where he helped develop the company’s Defense Markets Division and Vice President for National Security and Acquisition Policy at the Aerospace Industries Association. Mr. Marrone has a B.A. in Political Science from Pennsylvania State University where he also played under Coach Joe Paterno, a J.D. from Temple University, and a Master’s degree in Government Administration from the University of Pennsylvania.

Dr. David Martin is a leading scholar in immigration, constitutional law, and international law who has helped shape immigration and refugee policy while serving in several U.S. Government posts.  He joined the University of Virginia law faculty in 1980, after a period of private practice in Washington, D.C.  Dr. Martin served as a member of the Homeland Security Advisory Council’s Secure Communities Task Force, a subcommittee of the Council, in 2011.  Dr. Martin served as the Principal General Counsel at DHS from January 2009 to December 2010; during this time, he also served as DHS’s representative on the interdepartmental task force created to evaluate the cases of all detainees at Guantanamo and to review overall detention policies.  His prior Government service includes positions at the Department of State, Department of Justice, and the Immigration and Naturalization Service.

Jeffrey Miller is the Senior Vice President of MSA Security. Prior to this role, Miller served as Senior Vice President and Chief Security Officer of the National Football League (NFL) where he oversaw all event security, investigative programs and services.  Prior to joining the NFL, Mr. Miller spent 24 years with the Pennsylvania State Police, retiring in 2008 after serving six years as Commissioner.  In that role, he oversaw a complement of over 6,000 enlisted and civilian personnel and a budget of $800 million dollars.  As a cabinet secretary, he was responsible for implementing crime- and crash-reduction strategies, anti-terrorism efforts, and general policing practices, including emergency response in all 67 counties in Pennsylvania.  Mr. Miller holds an Associate Degree from the University of South Florida, a Bachelor’s of Professional Studies Degree in Criminal Justice from Elizabethtown College, and a Master’s Degree in Public Administration from the Pennsylvania State University.  He is a graduate of the Federal Bureau of Investigation (FBI) National Academy in Quantico, Virginia, and the FBI National Executive Institute.

Jeff Moss is a Nonresident Senior Fellow at the Atlantic Council within the Brent Scowcroft Center on International Security.  Jeff Moss is the former Chief Security Officer and VP at Internet Corporation for Assigned Names and Numbers (ICANN). Mr. Moss is the founder and creator of both the Black Hat Briefings and DEFCON, two of the most influential information security conferences in the world, attracting over ten thousand people from around the world to learn the latest in security technology from those researchers who create it. Prior to creating Black Hat Briefings, Mr. Moss was a director at Secure Computing Corporation where he helped establish their Professional Services Department in the United States, Asia, and Australia. Mr. Moss’ primary work was security assessments of large multi-national corporations. Mr. Moss has also worked for Ernst & Young, LLP in their Information System Security division. Because of this unique background Mr. Moss is uniquely qualified with his ability to bridge the gap between the underground researcher community and law enforcement, between the worlds of pure research and the responsible application of disclosure. Mr. Moss is a life member of the Council on Foreign Relations, which is an independent, nonpartisan membership organization, think tank, and publisher. Mr. Moss speaks frequently on topics of computer and information security and spoke at the first Code Gate Conference in South Korea in 2008 and the first DeepSec Conference in Vienna in 2007.  Mr. Moss also contributes to a book series titled Stealing the Network and is a member of the Council on Foreign Relations. In 2013 Mr. Moss was appointed as a Nonresident Senior Fellow at the Atlantic Council, associated with the Cyber Statecraft Initiative, within the Brent Scowcroft Center on International Security.

Dr. Ned Norris Jr., Former Chairman of the Tohono O'odham Nation, served as the Chairman of the Tohono O'odham Nation in southern Arizona May 2007 to May 2015. He also served as the Vice Chairman from 2003 to 2007.  Dr. Norris just finished his fourth decade of service to the people of his nation. Chairman Norris previously served as a member of the Homeland Security Advisory Council's Southwest Border Task Force, a subcommittee of the National Congress of American Indians in 2009.  Dr. Norris worked for the government of the Tohono O'odham Nation for over three decades and for six years (1988 - 1993) served as a (non-attorney) tribal Judge., He has also served as Assistant Director of the tribe's Children's Home, Court Advocate, Children's Court Judge, Court of Appeals Judge, Indian Child Welfare Specialist, Assistant Director of Tribal Social Services, and Director of Tribal Government Operations. Dr. Norris was inducted to the Sunnyside Unified School District Hall of Fame. He is also a former Commissioner for the Tohono O'odham Nation’s Tribal Employment Rights Office.

Michael A. Nutter served two terms as Mayor of Philadelphia, Pennsylvania. He was first elected in November 2007, and then re-elected to a second term in November 2011. Most recently, while Mayor of Philadelphia he worked closely with the Department of Homeland Security and Secretary Johnson on the operational security and contingency planning for the September 2015 Papal visit which was designated as a National Special Security Event.  Before being elected mayor, he served for almost 15 years on the Philadelphia City Council representing the 4th District.  Mr. Nutter holds a B.A. from the Wharton School at the University of Pennsylvania.

Matthew Olsen is President of Consulting and Co-Founder at IronNet Cybersecurity.  Mr. Olsen is responsible for leading IronNet’s consulting services, providing strategic and operational guidance to companies on cybersecurity and cyber threats, and helping to guide IronNet’s business development.  Mr. Olsen has worked for over two decades as a top government official on national security, intelligence and law enforcement issues.  Appointed by the President to serve as the Director of the National Counterterrorism Center (NCTC), Mr. Olsen led the government's efforts to integrate and analyze terrorism information and coordinate counterterrorism activities for three years. 

Prior to joining the National Counterterrorism Center, Olsen served as the General Counsel for the National Security Agency, where he was the chief legal officer and the principal legal advisor to the Director. Mr. Olsen previously served at the U.S. Department of Justice (DOJ) as an Associate Deputy Attorney General and was responsible for supervising and coordinating national security and criminal matters. He was also Special Counselor to the Attorney General and Executive Director of the Guantanamo Review Task Force. In 2009, he managed the interagency process to implement President Obama’s Executive Order calling for a comprehensive review of the intelligence information pertaining to individuals detained at the Guantanamo Bay Naval Base.

Farah Pandith serves as an Adjunct Senior Fellow at the Council on Foreign Relations, Senior Fellow at the Kennedy School of Government at Harvard University, and strategic advisor to the Institute for Strategic Dialogue, currently leads numerous efforts designed to counter violent extremism through new organizations, programs, and initiatives.  She is a CVE pioneer and built first of its kind programs including Sisters Against Violent Extremism and Generation Change. Ms. Pandith was appointed the first-ever Special Representative to Muslim Communities at the Department of State in June 2009.From 2004 to 2007, she was the Director for Middle East Initiatives at the National Security Council (NSC). Prior to the NSC, Ms. Pandith was Chief of Staff at the Bureau for Asia and the Near East at the U.S. Agency for International Development (USAID). Ms. Pandith also served at USAID from 1990-1993 and was Vice President for International Business at ML Strategies from 1997-2003. She was a key architect of the Women in Public Service Project. She serves on the Board of Overseers at the Fletcher School of Law and Diplomacy at Tufts University and on the Smith College President’s Council.

Mayor Annise Parker is the first fellow of the Doerr Institute for New Leaders at Rice University and, through the University’s School of Social Sciences, will teach a course on the management of big cities.  In addition Parker joined Neighborhood Centers Inc. as Vice President and Chief Strategy Officer.  She is a board member of FirstNet.  Mayor Parker served as Mayor of Houston from 2010 to 2016.  Prior to serving as mayor, she was an at-large member of the Houston City Council from 1998 to 2003 and City Controller from 2004 to 2009.  Parker was a member of President Obama’s Task Force on Climate Preparedness and Resilience, chaired the U.S. Conference of Mayors Criminal and Social Justice Committee, and served on both the boards of the Texas Environmental Research Consortium and Houston Galveston Area Council. She graduated from Rice University with a Bachelor of Arts Degree and worked in the oil and gas sector for 20 years prior to entering elected office. She was named one of TIME Magazine’s 100 Most Influential People in 2010.

John S. Pistole is the President of Anderson University. He began his career with the Federal Bureau of Investigation (FBI) in 1983 and served multiple assignments in Minneapolis, New York, Indianapolis, Boston, and FBI headquarters in Washington. After the attacks of September 11, 2001, Pistole was placed in charge of the FBI’s counterterrorism program, eventually becoming the FBI’s Executive Assistant Director for national security.  In 2004, he was named Deputy Director for the FBI.  In March 2006, Pistole was awarded the Presidential Rank of Distinguished Executive and in 2007 he received the Department of Justice Edward H. Levi Award for Outstanding Professionalism and Exemplary Integrity. President Barack Obama nominated Pistole as head of the Transportation Security Administration (TSA) in the spring of 2010.  Pistole was sworn in as the Administrator in July 2010 and led the 60,000-strong workforce until his retirement on December 31, 2014. Under his leadership, the TSA moved from a “one-size-fits-all” approach to a risk-based, intelligence driven agency which has changed the way millions of people fly every year. Risk-Based Security, or RBS, is best known through TSA’s Pre✓® , a known and trusted traveler initiative. In his role as Administrator of the TSA, Mr. Pistole led a 60,000-strong workforce and the security operations of more than 450 airports throughout the United States. In 2006, Anderson University awarded Pistole with an Honorary Doctor of Laws degree.  In 2007, Pistole received the Department of Justice Edward H. Levi Award for Outstanding Professionalism and Exemplary Integrity.  In 2009, he received the Distinguished Alumni Award from the Robert H. McKinney School of Law at Indiana University.

Robert Rose is a Senior Advisor to the CEO at Securonix, a security intelligence platform provider that monitors security events, identity, and access data to detect insider threats and advanced targeted attacks.  He is also a board member on the Department of State’s International Security Advisory Board (ISAB) as well as serving on the Board of Advisors for the Chertoff Group. The ISAB advises the Secretary of State and the Undersecretary for Arms Control and International Security on all aspects of arms control, disarmament, non-proliferation, and international security. Mr. Rose formerly acted the Senior Advisor to the Chairman of Bridgewater Associates, a global investment firm. Mr. Rose is a founding member of The George Washington University’s Cybersecurity Initiative Advisory Council and the U.S. Secret Service New York Electronic Crimes Task Force, as well as a director at the Center for Cyber & Homeland Security at the George Washington University.

Harold A. Schaitberger is General President of the International Association of Fire Fighters (IAFF), representing 300,000 professional fire fighters and paramedics in the United States and Canada.  Mr. Schaitberger began his career as a professional fire fighter in Fairfax County, Virginia, and rose to the rank of lieutenant. He helped organize what was then a 500-member department as an IAFF affiliate. In 1970 he was elected the first president of Fairfax County Local 2068. In 1973, he was elected president of the Virginia Professional Fire Fighters. Prior to his election as General President in 2000, Mr. Schaitberger served as a top advisor to three IAFF presidents. He came to the IAFF in 1976 to create the union’s national political and legislative programs. He played a key role in the creation of the Public Safety Officers Benefit, enactment of the FLSA overtime law and the passing of the NFPA 1710 Standard governing the deployment and staffing of professional departments. Mr. Schaitberger also secured federal funds to create the IAFF Hazardous Materials/Weapons of Mass Destruction training programs. Under President Schaitberger’s leadership, the IAFF’s Political Action Committee, FIREPAC, ranks among the top PACs in the nation. His commitment to supporting candidates and lawmakers who are friendly to fire fighters and their issues, regardless of political party, has significantly enhanced the union’s power and influence at all levels of politics Mr. Schaitberger has led large-scale efforts to assist IAFF members and their families in the wake of national emergencies such as the September 11th attacks, as well as Hurricanes Katrina, Rita, and Wilma.  Mr. Schaitberger is a Vice President on the AFL-CIO Executive Council and is Chairman of the Board of Trustees of the IAFF Burn Foundation and is a Board Member on the IAFF Fallen Fire Fighter Memorial.  Prior to his election as General President, Mr. Schaitberger served as a top advisor to three IAFF presidents.  Mr. Schaitberger is a retired lieutenant of the Fairfax County Fire & Rescue Department.

Ali H. Soufan is the Chairman and CEO of The Soufan Group, LLC, and has been a member of the Homeland Security Advisory Council since September 2012. Mr. Soufan is a former FBI Supervisory Special Agent who investigated and supervised highly sensitive and complex international terrorism cases, including the East Africa Embassy Bombings, the attack on the USS Cole, and the events surrounding the 9/11 attacks.  Mr. Soufan also served on the Joint Terrorist Task Force, FBI New York Office, where he coordinated both domestic and international counterterrorism operations.  He has received numerous awards for his counter-terrorism work, including the FBI Director’s Award for Excellence in Investigation and the Respect for Law Enforcement Award.  Mr. Soufan is the author of The New York Times Top 10 Bestseller, "The Black Banners: The Inside Story of 9/11 and the War Against al-Qaeda" and a recipient of the Ridenhour Book Prize.

Dr. Paul Stockton is the Managing Director of Sonecon LLC, and an internationally-recognized leader in infrastructure resilience, continuity planning, installation and personnel security, and U.S. national security and foreign policy.  From June 2009 until January 2013, Dr. Stockton was Assistant Secretary of Defense for Homeland Defense and Americas' Security Affairs at the U.S. Department of Defense, where he served as the Department’s Domestic Crisis Manager. In this position he assisted in  leading the response to Superstorm Sandy, Deepwater Horizon, and other disasters.  Dr. Stockton was also responsible for Departmental programs strengthening security cooperation with partner nations in the Western Hemisphere, leading talks on Defense Cooperation Agreements with Peru, Brazil, and other key countries, as well as defense policy coordination with Mexico and Canada.  In September 2014, Secretary Hagel named Stockton the co-chair of the Independent Review of the Washington Navy Yard Shootings, which recommended major changes to the Department of Defense’s security clearance system.  He was twice awarded the Department of Defense Medal for Distinguished Public Service, the Pentagon's highest civilian honor, and a Distinguished Public Service Medal from the Department of Homeland Security.

Karen Tandy served as the Administrator of the U.S. Drug Enforcement Administration (DEA) from July 2003 to November 2007.  During her tenure, the DEA saw unprecedented improvements in its performance and accountability standards.  Ms. Tandy is also a former Associate Deputy Attorney General for the Department of Justice (DOJ), where she was responsible for developing national drug enforcement policy and strategies.  Ms. Tandy held a variety of positions in the Criminal Division at DOJ and was an Assistant U.S. Attorney in the Eastern District of Virginia and the Western District of Washington.  In 2007, Ms. Tandy became the Senior Vice President of International Government Affairs for Motorola Solutions Inc., where she worked as Motorola’s top public policy spokesperson.  In that role, she oversaw Motorola’s country management, governance, and compliance issues in over 70 countries, and worked on telecommunications policy and trade regulation issues.  Ms. Tandy has a B.S. in Education and a J.D. from Texas Tech University.  Ms. Tandy is licensed to practice law in Texas and Virginia.

Dr. Lydia Thomas is the retired President and CEO of Noblis, Inc. formerly Mitretek.. Prior to Noblis, Dr. Thomas was with MITRE Corp. where she held a series of technical and management positions spanning the areas of energy, environment, health, and communication systems. Dr. Thomas is a member of the Council on Foreign Relations. Dr. Thomas is a current member of the Virginia Governor’s Research and Technology Advisory Commission.   Dr. Thomas also serves as the Vice Chair of the Board of Trustees, Chair of the Committee on Academic Affairs, and on the Advisory Board of the Research and Technology Campus of The George Washington University. Dr. Thomas holds a PhD. in Cytology from Howard University, an MS in Microbiology from American University, and a BS in Zoology from Howard University.
